150 officers deployed in the field, claims for daily bonuses and involvement of private security structures in support of the resort project...
Following the decision of the Administrative Court of Appeal that initiated the recognition of ownership for the Rrjoll families, the State Police has increased its presence in the area, while clashes with residents who oppose the construction of the Bashkim Ulaj resort continue. Sources cited claim that the officers are given a daily financial supplement for field service and that people associated with private security structures have also been seen in the area. The situation has raised debates about the use of law enforcement in a property conflict and the interests related to the project.
Following the decision of the Administrative Court of Appeal, which has begun to recognize the ownership of land to families in the Rrjoll area of Velipojë, the State Police has increased its presence and interventions against residents who oppose the construction of the Bashkim Ulaj resort.
On Thursday, according to residents' claims, a group of armed individuals appeared in the area, wearing the uniforms of a private security company linked to Erzen Breçani, previously arrested by SPAK in a case involving a structured criminal group.
The increased police presence in Rrjoll, according to sources cited by "Pamfleti", has been ordered by the leaders of the State Police and is being implemented with the permanent deployment of forces in the field.
According to information coming from sources within the State Police, specifically from the Finance Directorate, for the three-shift deployment in Rrjoll, police officers are given a daily financial supplement.
Sources say that, in addition to their salary, the officers are given a bonus of 30,000 old lek per day for service in the area. These payments, according to the same sources, are covered by the special Police fund and by the income from fines, intended for special public security situations and special operations.
Residents claim that the funds are being used to guarantee the continuation of the resort's works and to forcibly remove protesters from lands they consider their property.
Allegations are circulating in public opinion that some police leaders may have received illegal rewards from private entities to continue interventions in the area, but these remain accusations that require verification by the justice system.
According to the same sources, bonuses for officers will continue as long as they remain in Rrjoll, depending on operational orders.
For its part, Bashkim Ulaj has publicly stated that it will not withdraw from the construction of the resort in Rrjoll. Police continue to remain in the area, while residents have warned that they will continue their resistance.
The use of law enforcement in a property conflict and their displacement from other security sectors has raised public debates on the proportionality of the intervention and the interests behind the project. The issue remains in the attention of institutions and requires full legal verification./ Pamphlet
