The Albanian state commits that it will start paying from January 2024, but in the meantime, the non-implementation of these decisions has increased costs through late interest.

But why is such a commitment needed in front of the institutions of the European Union, when the decisions of the European Court for Human Rights are mandatory to be implemented?
