" Luigj Gurakuqi ", as the most important educational institution in Shkodër, has had two lives. The first life as a Higher Institute of Education and the second life as a University.

But after 1990, the Higher Institute of Shkodra, which has produced thousands of teachers from all over the country, became a University. As such, in addition to the subjects included in the teaching, that is, Primary Cycle, Language-Literature, History-Geography, Mathematics, Bio-Chemistry, Physics, law was added at first, then economics, and later journalism, and even nursing.

In a painful way, " Luigj Gurakuqi " turned like everywhere else in the country, into a megakiosk that produced nonsense, worthless diplomas and endless myths and delusions.

The most famous names today that have come out of that institution, are from the time when it was ILA.

This chaotic situation has turned the University of Shkodra into a place where parents, but also graduates, do not want to enroll. Every year and more, the number of registrants decreases. Logically, since there is no reason to invest in a diploma that is not worth it. A record is enough, with the opening of law, that branch was flocked by police station chiefs or poplar trainees who ran to get diplomas in the 90s. And that's how the "Party School" barcaleta came out.

The stain as "Party School" was never removed these 30 years, where many rectors have changed. Today, there is a new movement.

Tonin Gjuraj, a well-known name in public opinion, not only in academia, is running for rector. Professor Gjuraj started his career at "Luigj Gurakuqi" University, not only as a lecturer of Sociology, but also as the first head of foreign relations, where at that time the university had the most important qualitative jump. Professors of the University of Shkodra were trained in the most important departments of Athens, Rome, Vienna, the most famous universities in Europe, thanks to new relationships, well-known European programs such as Erasmus, etc.

Professor Gjuraj, then devoted himself to diplomacy, where he was ambassador in several countries, but as soon as he finished his diplomatic mandates, he returned to his academic career, where he replaced Adrian Civic as rector of the European University of Tirana. One of the most proactive and quality private universities in the country. That has given a big hand, mainly in the protection, promotion and strengthening of the position of the professorship. Never dealing with the owner in front of his colleagues.

His return to Shkodër is an important chance to separate "Luigj Gurakuqi" from a provincial educational tower and to make it even more glorious than the ILA of the time. Professor Gjuraj has the 'know how', that is, the knowledge, the dexterity and diplomacy to connect him with the best universities in Europe, and what is most important, not to become a servant of the power before the pedagogues. When he didn't do it in the private sector, so that he can make a living whenever he wants, he doesn't have a problem in the state either.

Meanwhile, Tonin Gjuraj is also a real model of what we say, depoliticization of higher education, where departments and deanships do not turn into party sections, as has happened these 33 years. Gjuraj has given evidence over the years that he has the will and ideas for this, as well as the diplomacy to avoid the collision.

Shkodra, namely the University, has an important chance of such a high level. With his CV, prof. Gjuraj can definitely sign a contract at any recognized regional and European university. His challenge for Shkodra is in reality the "nephew" and ambition of every Shkodra resident who has achieved something in life. However, such a rich CV, there has never been a competitor for "Luigj Gurakuqin". Ah, there's one more thing. Prof. Gjuraj will undoubtedly remove the small provincial, tribal and religious grudges that every time they appear, they risk Shkodra not becoming a metropolis.
