Vetting in the State Police returned at the end of May with the first decision of the Police Supervision Agency, for the dismissal of the head of Lezha, Vehbi Bushati.
He was dismissed as a district manager, after not having submitted the new vetting form on time, but was appointed as an advisor to the General Directorate of Police. For the head of the State Police Union, Sadedin Fishta, the right not to enter vetting is provided for in the law and the reasons are subjective.
It has to do with the right of the individual, the police officer, whether he will carry out the vetting or not. It is his right to resign before I go to the commission. He made a withdrawal after he saw that he was not able to cover the income, or had difficulties. The required period is the last 10 years," said the head of the Police union, Sadetin Fishta.
Vehbi Bushati, with a long career as a leader in many districts, will now be Muhamet Rrumbullak's adviser, a civil position without the need for a degree.
"This remains in the assessment of the head of the State Police. So, he has seen that there may still be opportunities to contribute here," he said.
In the future, the AMP, which already did the vetting, can give similar decisions again, which leaves the leaders part of the police, but without a post. And yet, for Fishta, for the cases where there may be doubts, the criminal investigation can also be started.
"Other structures do not prevent anyone to see if there is a violation or not of the individual, to follow him with other procedures. The Police Supervision Agency was created for that," he said.
But when a driver who is subject to vetting is finally expelled from the State Police?
"The release is finally made for all managers who pass the vetting and in the report presented by the commission it appears that the statement about the wealth does not match the data," he said.
33 other heads of the State Police are next in line to pass the vetting assessment. Sources near the AMP say that the chances are that the first decisions will be made in September, since for them the verification of all data in 2 pillars of the investigation is ongoing: wealth, professional skills and clean image. After the end of the first phase, the next phase begins with the list of names to be drawn. The whole process is expected to be closed within 2025, to be followed only by periodic reassessment that will be done every 5 years to all leaders.
