Albania has formally joined the US-EU sanctions against Russia, following the unprovoked Russian aggression against Ukraine. We say formally because the sanctions remain only on paper. Three years after the 'sanctions', Albanian institutions have not taken any concrete action to cut off the financial ties in Tirana of oligarchs close to Vladimir Putin.
From the documents obtained by 'Prapaskena', the Russian oligarchs around Putin have extended their camouflaged hands over the banking, telephony, property and other services markets, in collaboration with Albanian businessmen. On the other hand, businessmen, accused of links to Putin's official politics, are declaring themselves strategic investors, expanding their influence on the coast, through investments worth tens of millions of euros, with dubious sources.
Shaban Xhabrahimi, Russian mask in Borsh?
Shaban Xhabrahimi, the honorary consul of Bangladesh with dubious ties to the Russian embassy in Tirana, has benefited from the privileged status of a strategic investor to build a hotel and private villas in Borsh, through the company Grand Hotel Borsh.
The Strategic Investment Committee, chaired by Edi Rama, on April 10, 2025, approved the 'Radisson Individuals Premium Borsh' project, which envisages the construction of a five-star brand hotel, with 240 rooms and four private villas, with a beach bar, restaurants, swimming pools, SPA, sports center, water park, gym, and even a mini theater.
The investment value is around 28 million euros and the total project area is 18,500 square meters of land in the village of Borsh in Himara. The land is said to belong to the beneficiary company with regular papers, but sources close to Hipoteka emphasize that it is a frightening story of robbery, forgery and corruption.
The project will be implemented by the entity 'Grand Hotel Borsh', established in 2020. The holding companies of Grand Hotel Borsh are Fab Construction with 70% of the shares and A.Toto with 30% of the shares.
The owner of the Fab Construction company, where the money comes from, is Shaban Xhabrahimi, while the owners of the A.Toto company, which has 30% of the investment, are Fredi and Andrea Toto.
Shaban Xhabrahimi, honorary consul of Bangladesh, is at least on paper behind this investment. Xhabrahimi has frequently appeared at the Russian embassy in Tirana, due to his friendship with the former ambassador, Alexander Karpush.
On September 20, 2019, the Russian embassy published on social networks the news of the handover of the new embassy complex, along with photos of Aleksandër Karpushi and Shaban Xhabrahimi, for whom the Moscow diplomatic headquarters in Tirana expressed special gratitude. “A few days ago, the Russian Ambassador to Albania Aleksandër Karpushi, together with the director of the construction company “FAB Konstruction” Shaban Xhabrahimi, signed the Act of Handover of the new embassy complex. The ceremony was held in the presence of embassy officials and the aforementioned company.
Russian Ambassador Alexander Karpushin addressed the attendees with congratulatory words and thanked the lessor for the high quality of the works, expressing confidence in the continuation of fruitful cooperation between the parties. "The new embassy complex will begin to function after the completion of all works," the Russian embassy in Tirana said in a statement.
In 2022, the Albanian State Police would receive a donation from the company owned by Shaban Xhabrahimi, which sponsored four computers with optimal parameters, along with accessories, and a mobile phone, worth around 4800 euros for the State Police. Following the donation, domestic and foreign partner services were put into action as it is suspected that equipment from Russian services had been installed on the computers for suspicious purposes, including network penetration, eavesdropping, sabotage, etc.
Mystery of the source of the money
Fab Construction, the financier of the resort in Borsh, was founded in 2012 by Shaban Xhabrahimi, with an address in Sauk. The company results with a modest capital until 2021. In 2021, Xhabrahimi increased the company's capital from 100 thousand euros to 6.4 million euros.
Meanwhile, on the other hand, Shaban Xhabrahimi, in collaboration with the phantom entity A. Toto, have transferred properties from one company to another, fictitiously inflating the capital of another phantom company, Grand Hotel Borsh, which will implement the dubious project, on properties collected and secured with suspected false documents.
However, despite the tricks with contracts, with stock movements and agreements, unreal property revaluations, etc., the source of the money for the alleged investment value of around 28 million euros is missing. The lack of a declared and legal source of the investment money adds to the suspicions that Shaban Xhabrahimi may have camouflage from Russian circles to penetrate the Albanian coast for their dark purposes. / Prapaskena
