The collapse of the new Korçë-Ersekë road, which has not yet been inaugurated, has prompted reactions about the quality and safety of its construction.

Engineer Romeo Nazarko says that the track has been changed in order to increase the cost of the project. Bringing the 2010 project back to attention, Nazarko said that its change in 2020 was approved by bypassing the 2010 project, while no arguments were given regarding this change.

According to the engineer, seeing the implementation of the project on the ground, he found three main problems, firstly technical, secondly economic as the value has increased 5-fold and thirdly the depopulation of the area.

" There were project changes, with the initial project. With the red line we have the first project in 2010, over the old track eliminating the curves. The track has been changed to increase the value of the project. The second project was approved in 2020 and they bypassed the 2010 project without a decision on the outsourcing of this project. The first project was paid for from the state budget and again in 2020 it is another project without any arguments as to why it was changed.

I am a resident of the area. Seeing that nothing on paper matched what was on the ground gave me a clue that would bring big problems. Firstly, it would bring technical problems. Secondly, the economic problem, since the value of the project has increased fivefold. And the third is the depopulation of the area, there is an area that people have left. The state should not design roads to remove residents from residential houses ," said the engineer.

According to the engineer, in the case of the collapse, a mistake was made in the design of the underground water, the entire Qafa e Qarri. The engineer warned that if the repair continues to be done with the same scheme, there is no guarantee, adding that a real bridge similar to the one in Selenica is needed.

" This case is the case of a wrong calculation from the design. The groundwater of the entire Qarri neck has not been calculated. They may not have done the geological drilling that should be done first. It may have been overlooked. I have warned the whole project. If the repair continues with the same scheme, there is no guarantee. There is a need for a real bridge, as is being built in the village of Selenica. If it is patched there is a risk. It can be seen that there is not a single strand of wire anymore. It is too heavy it is broken without being built. Detachable mesh wall, collapsed due to groundwater. "- said Nazarko.

The engineer informed that in 2020 he made a report to SPAK, regarding three representatives at that time.

" I made a denunciation in 2020, a denunciation to SPAK for three representatives at that time, but from 2020 to 2023 the number of representatives responsible for this work increased. No audit or report was made. Construction was allowed to begin, without being given a construction permit. It is under investigation. It is a tectonic area, he wanted a real study. It monitors both IMT in Kolonje and Korçë. It is a national work and is monitored by ARRSH. It is not SPAK that controls all of Albania. They do not exercise any control despite being warned ." said Nazarko.

The construction of the new Korçë-Erseke road, which would avoid the curves of Qafa e Qarri, started in 2013. The tender worth 17 million euros for the first lot was won by ANK. Another 4 million were added in 2017 for this segment. While in 2020, work began on the second lot with a length of 18 kilometers, where work is currently underway. 41 million euros were awarded in two different tenders and ANK was declared the winner. While in 2022, at the company's request, ARRSH added another 4 million euros through the contract modification procedure. For this two-lane interurban road, 35 km in total, 66 million euros have been given and it is not known when it will be completed.

The owner of the company ANK results with 100% of the shares Agim Kola, the brother of the former deputy of the SP, Ndue Kola, who won the tender for the construction of the Korçë-Ersekë road. Meanwhile, the A&E ENGINEERING company is owned by Entela Çanos, with 100% of the shares, whose company would supervise the works.
