Altin Ndoci has not escaped, but has been released. This was the strong statement made by Shemsi Prençi, security expert and former senior leader of the State Police, in the latest episode of the podcast “Të Pashoq”. Asked about the event that shocked the penitentiary system and public opinion, Prençi said that it is not about an act planned from the outside, but about a well-organized release from within the system.

-Now, let's come to Altin Ndoc's escape. In your opinion, was it well-organized, with help from all sides? How do you see it, since you are someone who is familiar with such methods?

I refuse to consider the Durrës incident an escape. Because it wasn't an escape.

-Was it a release?

Yes, it was a release. Now, whether it was intentional, direct or indirect, the prosecution will prove this, but it was a release. It was a release starting from the pyramid of the Ministry of Justice system and the prison system. The fact that the General Directorate of Prisons had determined that a detainee, accused of several criminal events, of contract killings, a minimum of four, would be treated in an ordinary prison where the mayor of Tirana and Minister Beqaj are treated, not one, but 34 high-risk people accused of crimes against human life were treated. -They were transferred to Peqin.

Yes. The fact that the next day the Minister of Justice not only dismissed these, but also ordered that these other prisoners be transferred to a high-security prison in Peqin, shows that we are dealing with a degradation of the prison system in the Republic of Albania. Who did it, the previous Minister of Justice or this minister who has been in office for four or three months, this is worth verifying. But, to my knowledge, according to information, these high-risk persons had been treated in Durrës for a long time. Some had been over a year, some had been over a year and a half, some had been six months, some had been seven months. But, there were 34 people with charges of crimes against the life of a person. Hired killers or killers themselves for personal reasons, this matters little, but murder is murder. So, to treat murderers, or hired killers, or leaders of structured criminal groups in an ordinary prison, in which it was thought that there were rooms with conditions that surpassed a four or three star hotel and went towards five stars, in the figurative sense of the word. So this is not the responsibility of the prison director and those police officers who have ended up in prison. This is a degradation of the system that forces people, because of their livelihood, to say "I will do what the director said". But, the right and competence to transfer a high-risk prisoner from a high-security prison to an ordinary prison like Durrës, does not belong to the police officer who was supposed to go and escort him to...

They have a responsibility, they have the responsibility of the security rules during the escort from the place of serving the sentence or detention to receive treatment. And if you do not agree, object to the service, because I cannot go with X and Y, because Xi and Y want to honor and treat with dignity, in quotes, a prisoner and I do not become part of that to be victimized.
