After the contract in 2016, Rama grants another state property to the "Partizani" company
Prime Minister Edi Rama has signed another state contract today in favor of family friend, businessman Gaz Demi, leasing a second military property in Tirana for the symbolic fee of 1 euro.
With the new decision of the Council of Ministers, the company "Partizani" sh.a. benefits from another 12,692 square meters, in an area that includes the former military unit no. 6010, on "Myslym Keta" street, currently under the administration of the Ministry of Defense.
Gaz Demi and Olsi Rama, the prime minister's brother, jointly run the "Partizani" club, which is the direct beneficiary of this state property, without competition and without transparency. Today's decision is an addition to the existing contract of 2016, when the Rama government gave "Partizani" about 37 thousand square meters in the same area for 1 euro.
In total, the Partizani club has benefited from over 50 thousand square meters of state property, used for construction and other private developments.
The government's decision enters into force immediately after publication in the Official Gazette, while no official information has been provided about the criteria, procedures, or purpose of the lease, other than the fact that it is an "addition" to an old agreement.

In support of Article 100 of the Constitution, Article 5, of the normative act no. 4, dated 9.7.2008, of the Council of Ministers, “On the privatization and granting to commercial companies and state institutions of enterprises or special facilities, the main assets and the means of turnover of these enterprises”, approved by Law no. 9967, dated 24.7.2008, as amended, and of Chapters I, point 5, letter “e”, and V, of Decision no. 54, dated 5.2.2014, of the Council of Ministers, “On determining the criteria, procedure and manner of leasing, emphyteusis or other contracts of state property”, as amended, upon the proposal of the Minister of Economy and Innovation, the Council of Ministers
DECIDED:
In decision no. 183, dated 9.3.2016, of the Council of Ministers, additions and amendments are made, as follows:
1. After point 1, point 1/1 is added, with the following content:
"1.1. Granting approval for the conclusion of the lease contract extension, at a rate of 1 euro/contract, between the Ministry of Economy and Innovation, as lessor, and the company "Partizani", sh.a., with NUIS K02322003T, as lessee, for state-owned real estate no. 3/442 (property no. 6, named "Military Department no. 6010 (IGJIU), former RU no. 7030 (IGJU)"), with a total area of 12,692.94 (twelve thousand six hundred ninety-two point ninety-four) m2, in cadastral zone 8110, located in Tirana, under the administrative responsibility of the Ministry of Defense, according to the ownership documentation, master plan and text of the draft contract, which are attached to this decision.".
2. In point 2, the name “Ministry of Economic Development, Tourism, Trade and Entrepreneurship” is replaced with “Ministry of Economy and Innovation”.
