As today marks 15 years since the "January 21" event, former senior director of the State Police, Shemsi Prençi, declared that he has no will to solve this tragedy.
In an interview for the show "Të Pashoj", Prençi stressed that none of the political parties in the country has an interest in the issue of "January 21" being fully clarified. According to him, this event is used politically every time January 21 comes around, but nothing more is done to clarify it.
Excerpt from the interview:
- We start from January 21. I said it in parentheses, nothing new until we have final news from the justice system, as the families of the four victims of January 21, 2011 are also expecting. But we only have warnings, conjectures, perceptions, accusations, counter-accusations and other things like these that we have seen on every January 21. Where are we?
Shemsi Prençi : I know, through the waves of your podcast, I expressed my sincere condolences to the four families. I have expressed them every year and will continue to express my condolences because in reality they are four innocent people. In terms of shedding light on this event and all political events in Albania, it is a pity that no one is interested in uncovering the truth. On January 21, 2011, I held the position of director of the Special Forces of the Ministry of Interior, or as they are legally known as the Mobile Operational Forces, but to the public opinion they are called the Special Forces. Which include special forces and rapid intervention forces, anti-explosive forces, helicopters and the sniper unit.
-And in this regard, I believe you also had expectations of being called as a witness in SPAK?
Shemsi Prençi : Absolutely yes, but never in the first or second investigations, nor was I included in the witness list even though I was part of the management of the whole thing on January 21, 2011. Where is the problem and why? In vain, the former prime minister at the time stated that January 21 was a state assassination. So, it took him several years to convince himself that in reality some segments of the state that he led at that time were not his. They were filled with fifth columns within the system of the Republic Guard and the State Police, who trapped not only the State Police, but all state institutions on January 21. The truth is, we had a very important meeting two days before the event... not the event, the armed uprising. Because I did not call it a protest. After the events of 1991 and '97, I can say that the event of 2011, that is, January 21, 2011, went beyond the protest. It went beyond the protest, it was an uprising, because there was preparation. We had information...
-What does pre-preparation mean?
Shemsi Prençi : Look, the State Intelligence Service and the General Directorate of the State Police, the sector for the investigation of crimes and the prevention of crimes, had classified information that part of the Albanian opposition of that time, exponents, deputies of the Socialist Party, under the leadership of the leader of the opposition of that time, were prepared with strong objects and weapons and means of violence to come to the so-called protest. And even, the information contained that there were people, deputies, who had taken commitments to certain areas and were competing with each other as to who would bring more strong people in quotes, armed, equipped with strong objects to act against state institutions. I only have in mind one thing, that the State Police, I say this with full responsibility, the State Police and the structures of the Operational Mobile Forces on January 21, did not have in use even one of the structures had firearms. With the exception of a chemical squad that had shotguns for throwing tear gas and smoke bombs. And categorically there was no weaponry. This is expressed in the report of the two monitoring institutions of the Albanian State Police, PAMECA and ICITAP, who were present before the event, but also after, during, and after, who have drafted a detailed report and have considered the management by the police structures to be a pleasant, acceptable management...
