
In 2020, the Municipality of Lezha made a tender for the Water Supply Company in the Zejmen Unit.
An amount of 2.5 million euros was allocated and should be completed at the end of 2021. But Fiks Fare's observation showed that the new Water Pipeline has begun to fall apart, cracked pipes, destroyed buildings, pump breakdowns. The municipality and the Waterworks of Lezha admit the big problems, as they justify themselves that "we have not taken it over yet". The fault, according to them, was COVID!
The newsroom of the investigative show received several videos about the water supply of the village of Tresh. The video shows a destroyed water supply pump. Building without cover and fence. "Look how they made this water supply, just to steal the money. A lot of poor work has been done," claim the residents.
The citizens' denunciation was on video, as a group from Fiksi traveled to that village to see this problem closely. "We made the videos a few days ago. We have been informed that there has been an accident here. We came and saw that he had been killed. Poor concrete was poured, without a carrier and without anything. No fencing, no sheets. Funds have been thrown there. The water supply was done a few months ago. They have done it several times and currently it is not being delivered. Left for the effect of the elections. Elections are for them, not for us. Neither there nor here," says a resident.
Another says that they found the collapse of the Waterworks floor. "A new drilling has been done, a new well. It must be functional. It was done outside any kind of criteria, stealing those funds. They made a layer of a few centimeters of concrete. Until the worker had an accident. After the accident, they came to cover these defects," the residents added.
In that place, some inerts were thrown outside and inside the building. "The facility is this here, these are the pumps. This facility was built 1 year ago. We don't know about the company, because amateurs worked here. They worked without documents. We don't even know the fund or any other data" they claim, as they try to open the building, which was wired. "Here, the firm has connected it by wire. What company is this?! Find a strong wire and put it. Here's the wire, here's our 'bride'. They have covered the pit with large stones. There was a big hole here. There is a crack below, because there is a well below" they say, as they say that some company workers have taken gravel to cover the collapse. "The person in charge of the Municipality came and told him not to take it over. A lot of money has been spent here. It could be 3 million euros," he claims.
After this problem, the Fiks Fare group goes inside the village to see the works. Journalists talk to a 75-year-old resident, who says that sometimes the water goes and sometimes it doesn't. "We don't have drinking water. I pay the lek throughout the month. I get a 100,000 Lek pension, pay for water, electricity and everything else. They brought the water in the summer. Sometimes it comes cloudy, sometimes it doesn't come at all. In July and August, we didn't have to wash our clothes. Have strong control. Whoever did this should be held accountable," she says.
The fiction also goes to an abandoned house. "The problem is that they haven't set any clocks at this abandoned house. Anyone can turn on the water. The other can use it. Works were done without any specialists, but only with militants," claims a resident, who turns on the water from the distribution box, but there is no meter! "Like this, there can be hundreds here who don't have watches at all," he says, as residents sent several other videos showing cracked pipes throughout the village. In fact, in a video it seems that at the peak of summer, in August, there was no water in that area!
Fiks Fare has learned that the tender for this water supply was made on June 8, 2020. According to a document, the Municipality of Lezha has opened the procedure with the object "construction of the water supply in the villages of Pllane, Zejmen, Markatomaj, Spiten, Tresh, Zejmen Administrative Unit". 3 firms participated in the tender, but 2 of them had 0 bids. So, it was a fictitious competition. The winner was the merger of economic operators "Shandelli", "GPG Company" and "Ngs" with a fund of 247 million ALL.
In another document, it is written that the fund for this tender was 249 million ALL. So the winner has received almost the entire limit fund. Meanwhile, point 6 states that the duration of the contract was 18 months. The contract was concluded in June 2020, and according to the deadline, the works should be completed at the end of 2021. But, despite these problems that Fiksi found, has it been taken over by the Municipality of Lezha?
"During the implementation of this work, a number of problems were encountered. During the period of implementation of the works, Albania was under the influence of the global pandemic Covid 19. Due to the restrictions, the entrepreneur encountered problems with the organization of the staff, creating obstacles in their work. Also, during the implementation of the works, the need arose for a review of the project and a change in the positioning of a new warehouse. Problems have been encountered in water intake works, problems in ownership issues, in increasing the power of transformers. For these reasons, the entrepreneur is currently in the testing phase of water intake works, machines, and as a result, the investment has not yet been taken over by the Municipality of Lezha. As soon as this phase is completed and the repair of the defects, the procedures for the temporary handover of this work will be continued, " says the Municipality of Lezha.
He further states that regarding burst pipes and problems related to the well near the village of Tresh, "we inform you that during the implementation of the works, the construction site is completely managed by the Contractor, who is responsible for the construction site" . The municipality of Lezha writes that it has also provided for keeping the guarantee for a certain period from the delivery of the works. "Regarding the question about tendering procedures for the water supply before 2020, we inform you that the last investments for the Water Supply of the village of Tresh or the Zejmen Unit were made in previous years by the former municipality of Zejmen" concludes the response from the Municipality of Lezha .
In the meantime, a reply from the Lezha Waterworks arrived at the Fiks Fare editorial office. Here's what it says; "The construction of the Water Pipeline has not been completed and has not been handed over. The well you cite, newly opened in the fields of the village of Tresh in the direction of the highway, was carried out during the construction of the New Waterworks, which has not been completed. This well is still not in the inventory of the Regional Water and Sewerage Company, Lezhë".
So, both institutions admitted that there are big mistakes in this water supply. On the one hand, poor works, pipes that burst or even large works, water pumps, with destroyed buildings. As a result, the entire project with a value of 2.5 million euros is still up in the air and those who suffer the most are the residents of this area. /TCH
