Albania under scrutiny: Corruption and political pressure continue to undermine the rule of law…
Transparency International's latest report for 2025 highlights that Albania continues to face deep problems in the functioning of the rule of law, where isolated advances fail to compensate for structural weaknesses in several key sectors.
One of the main indicators remains the level of corruption, with the country ranking 42 points out of 100 on the Corruption Perceptions Index, reflecting a situation that is still considered problematic by international standards.
Among the biggest concerns highlighted in the report is the lack of transparency in the management of public funds. Public procurement procedures continue to be characterized by a lack of publication of plans and frequent use of negotiated procedures, increasing the risk of favoritism and abuse. Along the same lines, the report also highlights the use of state funds during electoral campaigns, a practice that remains concerning for the integrity of electoral processes.
Another key issue is political interference in the justice system. According to the report, the independence of judicial institutions continues to be undermined by direct or indirect pressure from political actors, particularly in sensitive corruption cases. This situation is also illustrated by recent legal initiatives aimed at limiting the suspension of senior officials during investigations, which have been interpreted as attempts to weaken accountability mechanisms.
Although SPAK is cited as one of the institutions with the most visible progress, building a more consistent record in investigating high-level corruption, the report highlights that the rest of the system remains weak. Institutional cooperation is limited, the number of referrals for investigation is low, while the general prosecutor's office and the police do not reach the same level of efficiency. In particular, the police are still considered highly exposed to corruption.
Transparency issues also arise in asset control mechanisms. Although asset declarations are verified, they are not fully published and are only accessible upon request, with only a small portion made public online. This significantly limits the scope for public scrutiny and raises suspicions of a lack of accountability.
Në planin ligjor, raporti evidenton mangësi të vazhdueshme në rregullimin e konfliktit të interesit, lobimit dhe financimit të partive politike. Legjislacioni në këto fusha mbetet i paplotë dhe nën standardet e Bashkimit Europian, ndërsa mungesa e transparencës në kontaktet me lobistët dhe raportimi i kufizuar i konflikteve të interesit përforcojnë këtë problematikë.
Media përbën një tjetër pikë kritike. Sipas raportit, tregu mediatik në Shqipëri është shumë i përqendruar në pak kompani të lidhura me interesa politike dhe ekonomike. Mungesa e transparencës mbi pronësinë dhe financimin, si dhe përdorimi i reklamave shtetërore pa rregulla të qarta, ndikojnë negativisht në pavarësinë editoriale dhe pluralizmin.
Gjithashtu, evidentohet një rritje e ndjeshme e sulmeve ndaj gazetarëve, duke reflektuar një klimë gjithnjë e më të vështirë për ushtrimin e lirë të profesionit.
Raporti ngre shqetësime edhe për efikasitetin e sistemit gjyqësor, ku proceset e emërimeve dhe promovimeve janë të ngadalta, mungojnë burimet njerëzore dhe sistemi elektronik i menaxhimit të çështjeve nuk është plotësisht funksional. Këto faktorë ndikojnë drejtpërdrejt në zvarritjen e proceseve dhe uljen e besimit të publikut.
Në të njëjtën kohë, shoqëria civile përballet me presion në rritje, përfshirë fushata denigruese dhe mungesë mbështetjeje institucionale, ndërsa mungesa e një strategjie të re kombëtare dhe reduktimi i fondeve rrezikojnë funksionimin e saj afatgjatë.
Në tërësi, raporti konkludon se Shqipëria ka bërë përparime të pjesshme, por problemet sistemike në transparencë, drejtësi dhe funksionimin e institucioneve mbeten pengesa kryesore për forcimin e shtetit të së drejtës dhe avancimin në procesin e integrimit europian.
