Journalist Klodiana Lala commented on Altin Ndoc's escape from the Durrës regional hospital two days ago, pointing out major problems in the management of high-risk detainees.
According to Lala, people who pose a high social risk should not be placed in ordinary detention centers and should be accompanied by stronger security measures. “ When such people move, they cannot be accompanied only by a van and a few prison police officers. There should be 2 to 3 specialized police officers to accompany them ,” she said in the News24 studio.
In the case of Altin Ndoc, according to the journalist, there were two detainees and six employees in the escort, while the proper procedure required elite prison forces for increased control and security. Lala added that the responsibility of the officials who did not notify the appropriate parties about the detainee's movement should also be examined.
The journalist pointed out that Durrës Hospital has two wards for prisoners and in a normal institution, with a police force committed to order and security, a patrol should be there at all times to prevent escapes.
The law also stipulates that the state police must have a map of problematic routes and take additional measures when prisoners move, considering the hospital an institution at risk when there is movement of detainees.
