Family ties scandal at AMP: Durrës Director Endri Mema and his son Sergio

The internal practices of the Police Supervision Agency have revealed an appointment scheme that raises strong suspicions of nepotism and conflict of interest. At the center of this picture stands the Director General of the AMP, Eduart Merkaj, and his subordinate in Durrës, Endri Mema.

According to official data from the structure, Endri Mema holds the position of Director of the AMP for the Durrës Region. Meanwhile, his son, Sergio Mema, is employed as an Advisor directly to the General Director Eduart Merkaj at the headquarters in the capital.

The hierarchical relationship here takes on a problematic inverted form: the father heads a regional branch that is controlled from the center, while his son is part of the closest staff to the person who signs orders and assessments for that branch.

The family ties scandal at AMP:

In the same regional directorate of Durrës, the internal family structure deepens even further. The position of Head of Sector in this directorate is held by citizen Butrint Imeri. Sources confirm that Imeri is a direct cousin of Director Endri Mema.

This configuration, where a regional director has his son in the cabinet of his highest superior in Tirana and another blood relative in the role of his deputy in the field, creates a closed decision-making bloc. The suspicions are that under these conditions, any investigation or internal inspection of the activities of the Durrës Directorate is compromised from the start.

The Police Supervision Agency, which was born as the main mechanism to cleanse the State Police of corrupt and crime-related elements, seems to be facing the same phenomena within its own walls. Appointments based on blood and not merit seriously question the ability of this institution to exercise impartial control over the blue uniforms. /Pamphlet
