The sinking of the Durrës Navy takes on a new spiral, despite the latest events in our country, where scandals follow one another.
The project that started as an innovation in Albania is slowly turning into a failure, as two of the many buildings to be built in that territory have begun to sink.
Although the state pretended to have no information, the documents obtained by Vox News shed light on the full information not only of the IKMT that verified the sinking, but also of the National Council of Territory, which has granted the relevant permits, on the projects presented by Durrës Marina e Alabar. The latter has only the name because the works in Durrës are being carried out by Albanian firms, as subcontractors, which are building blocks of buildings or restaurants.
The document that Vox News researched was approved last year by the National Council for Territory and Water, at the meeting on September 25, 2025, and made public at the end of December of that year.
"KKTU, upon the proposal of the developer, the company 'Durrës Marina' sh.a, the National Council of Territory and Water, decided to approve the change of the project during construction for the object 'residential and service building with 1, 6, 7, 8 and 10 floors above ground, with 1 underground parking floor, and 'residential and service building with parking 1, 6, 7 and 8 floors above ground, with 1 underground parking floor,'" the document states.
So it is written quite clearly that the project in question has changed, in terms of elevation, height or depth? The decision does not specify what has been changed, but only allows the construction firm to change the project, perhaps to "hide" the sinking of the two structures, which most likely will not be the last.

But who are the causes of this sinking?! Vox News has continuously denounced this scandal, where in addition to Alabbar there are a multitude of Albanian companies. A sudden announcement by IKMT only confirmed the sinking, where one building was sunk by 28 centimeters and the other by 18 centimeters. But, the sinking may continue, given that the project is ongoing and thousands of trucks and inerts have been moved to the territory that was once the Port of Durrës, the largest in Albania, but which has now been reduced to a corner, awaiting relocation to Porto Romano.
Vox News has analyzed dozens of documents, building permits, agreements between the parties, documents at the National Business Center, which shed light on the real causes of this collapse, where the investor, which is a firm from the Emirates and the Albanian state itself, and then the design and construction firm, stands at the top. Meanwhile, this joint-stock company has contracted a design firm, while the firm that carried out the construction of the buildings is "Elmazaj".
Vox News has researched other documents from the National Council for Territory and Water for the project that has been sunk, which show that the construction permit was granted in 2023, namely in August. In fact, this permit includes the construction of 2 U-shaped buildings, 8 meters high, one and the other 10 meters high, while the document also includes the parameters and everything else.
Vox News has learned that the development firm has signed several contracts with local firms to carry out construction work on the buildings. It is learned that two firms are working the most in that area, “Elmazaj” and “Salillari”. The first company, “Elmazaj Konstruksion” has carried out the work on the two Marina buildings that have sunk, while its two owners, Shkëlqim and Mirel Elmazaj, must account, either to the employer or to law enforcement agencies, for the truth. Meanwhile, the buildings were designed by the firm X Plan Studio, a company founded in 2010. This company deals with the design and implementation of construction works, reconstruction, supervision or approval of the works. / Vox News
