Through an absurd move, the High Judicial Council has introduced a dark and deeply unconstitutional point into the plan of measures following the murder of Judge Astrit Kalaja.
At the meeting on October 10, 2025, amid discussions on security in court premises and improving infrastructure, the KLGJ proposed direct cooperation with the AMA and AKEP to control free speech and punish any criticism of judges on social networks, online platforms and the media.
Specifically, the official document states: " Cooperation with AKEP and AMA, with the aim of taking measures to prohibit inappropriate language towards judges on social networks, online platforms and the media, informing these institutions about the current situation, as well as requesting them to take concrete measures within their legal competences ."
This formulation, deliberately defined as "inappropriate language," creates a frightening space for arbitrary censorship against any individual or media outlet that criticizes the justice system, including decisions, judges, or corruption cases found in courtrooms.
While the Supreme Court should deal with the real problems that have led the justice system into a crisis of credibility, including the lack of security measures, dilapidated buildings, and inadequate infrastructure, it decides to focus on "narrative control" in the public.
Instead of investigating the institutional failures that led to the murder of a judge, the institution targets those who speak out about these failures. By using AMA and AKEP as a tool to pressure the media and social networks, the KLGJ seeks to create a wall of silence around public criticism.
We recall that AMA is an institution that has had occasional clashes with the media, including efforts to expand its powers on social networks, while AKEP is a technical entity, without jurisdiction over media content, but which can be used as a tool to cut off access or penalize platforms.
With this action, the Supreme Court of Justice raises a serious alarm for the future of freedom of expression in the country. Not only because it attempts to silence citizens who have experienced injustice in the courts, but also because it creates a precedent where the judiciary is not criticized, analyzed, or publicly challenged.
At the same meeting, the Council approved a series of measures to improve security in the courts, including equipping them with cameras, metal detectors, standardizing security protocols, establishing working groups with the Ministry of Interior and the State Police, and constructing new buildings for some courts. But none of these measures justify censorship. The murder of a judge cannot be used as a pretext to silence those who denounce problems in the justice system. /Pamphlet
