On March 14, a special judge in Tirana ordered the two former officials to be remanded in custody and, at the request of SPAK, a "ban on the publication of the acts" was announced in a closed-door session.

There was no official announcement of the arrests, neither from SPAK nor the Police.

Faced with numerous pieces of information that signaled to me that the two suspects had been arrested after hacking the PCs of the special prosecutors on the same date, I addressed an official request to SPAK asking for what criminal offense the suspect Zambak Gjoni had been arrested for.

While there was silence from the institution and due to the importance and public interest, I continued to gather information from sources, who confirmed to me that "there had been interference".

On March 25, I re-addressed SPAK with a request on the same subject, requesting information on what I had collected; that is, additional data to confirm what the sources had told me.

That the investigation was being conducted on charges of issuing secret acts and interfering with the system.

And with a series of questions for which I was waiting for confirmation.

On April 1, SPAK's unanswered responses were with the phrase: - we have no information to share with you

I consulted with the best experts on how a journalist should act in such a situation.

Should he wait until the secret is revealed, should he take the risk and consequently be investigated, or should he respect the public interest?

Today I am publishing the transparency dilemma hidden behind the investigative secrecy of a prosecutor's office, which, since March 13, when two former officials were arrested, has finally decided to share information.

Nothing has changed, the secret remains a secret, however today, April 4th; the special prosecution officially announces, among other things:

"From the verifications, it has resulted that only the email addresses of some prosecutors were compromised, but not the institution's general IT system.

The responsible persons have managed to obtain some information, without being able to secure access to the investigative files.

They also attempted to interfere with the email of the Head of the Special Prosecution Office, Mr. Altin Dumani, but without success.

Thanks to an intensive investigation led by the Special Prosecution Office, with the involvement of the BKH and the Expertise Sector of this Prosecution Office, it was possible to uncover this illegal interference, identifying and arresting within 24 hours two citizens - the individual who carried out the interference in the e-mails and the one who distributed the information to third parties.

It was also possible to seize the devices used to carry out the intervention, as well as the downloaded files."
