SPAK suspects abuses with electronic equipment tenders...
The Special Prosecutor's Office has brought in the head of the CEC, Ilirjan Celibashin. It is learned that SPAK has started investigations on tenders for electronic voting equipment in our country.
On August 16, a letter signed by Altin Dumani was sent to the address of the CEC, requesting information on 2 tenders for electronic equipment. This letter confirms that the investigations on these tenders have started.

"REF-89113-03-04-2021", with the object "Information technology systems/devices for voting and vote counting ", the request states.
It is about the company Smartmatic International Holding BV with a value offered of about 19 mln USD. It can be seen that the winning value is quite close to the value of the limit fund. Accordingly, it is as much as 90.4% of it.
The company in question was the only participant in the tender, as 5 other companies withdrew from the competition.
" The Central Election Commission on January 14, 2021, completed the evaluation phase of the offer and technical solution, presented by the economic operator "Smartmatic International Holding BV" participating in the procurement procedure with the object "Systems/devices of information technology for the electronic identification of voters and their verification after the election". The Smartmatic International Holding B. V company, within the legal deadlines, presented the documentation, the technical solution and the economic offer worth: 19,975,774.23 USD without VAT and converted into lek referring to the official exchange rate of the Bank of Albania for the date 23.12.2020 with the value: 2,016,354,627.56 ALL without VAT ", the CEC said in a press release at the time.
However, this company is not unknown in Albania. On November 18, 2019, at the Special Parliamentary Commission for Electoral Reform, this company demonstrated technological equipment, both for identification and for electronic voting and counting.
The same company has also held meetings with the main political parties, as well as the election process within the SP itself.
