SPAK's strategy aims to investigate vote buying, the use of state resources, and the involvement of organized crime in the electoral process.
Just a few days after signing a protocol with the General Prosecutor's Office and the Central Election Commission for the purpose of rapidly exchanging information on the electoral process, SPAK has made available a page for denouncing electoral crime.
On the page ( click here ) any citizen can report any information or clues they have about electoral crime.
This movement aims to prevent electoral crimes, while this protocol provides for joint measures for the prevention, identification and prosecution of criminal offenses related to elections.
The Special Prosecution Office against Corruption and Organized Crime, SPAK, published on February 20 the strategy for investigating and preventing electoral crimes in the May 11 elections, just a few hours after Prime Minister Edi Rama attacked the establishment of the Task Force as an "aberration" that, according to him, violated the rights of political parties.
In the published strategy, SPAK draws attention to the fact that the legitimacy of elections is a fundamental factor in preserving the rule of law and the integrity of the accession process of the Republic of Albania to the European Union. The strategy highlights the ongoing concern of local and international organizations, including the OSCE/ODIHR, the European Commission and the US Mission to the OSCE, regarding criminal offenses in the context of elections in Albania.
It is noted that the conclusions of international reports on the elections held in the period 2021-2023 highlight as main problems vote buying, misuse of public resources and pressure on voters, especially on state administration employees; violation of the secrecy of the vote and the impartiality of the media.
Another problem that is expected to be in the attention of SPAK is the involvement of organized crime in the electoral process. The recent investigations conducted against former socialist MP Jurgis Çyrbja exposed the deep connections between organized crime and politics, as well as their influence on the electoral process, distorting, according to experts, the free vote and the country's democratic system.
According to SPAK, the strategy is guided by a proactive approach to investigation and real-time provability of criminal offenses within the framework of elections, aiming for concrete effects to protect the integrity of the electoral process and the inviolability of citizens' right to vote in the 2025 parliamentary elections.
"On the other hand, this strategy aims to prevent the impact of organized crime on the integrity of the electoral process, through concrete measures and the most effective use of special investigative techniques," SPAK emphasizes.
