
The registration as "plot" of the land surface of 5512 m2 has raised the first suspicions about a possible affair on the coast of Dhërmi, which first started in the prosecutor's office of Vlora and then the case was transferred for further investigations to SPAK.
The investigation of the prosecutor's office has brought to light that initially the practice of alienating the land surface by the sea "Jon" started as a practice for registration in the mortgage as "Tokë Arrë", this being based on the AMTP that Stavri Mëhilli had submitted near Himare municipality.
In fact, in this AMTP there were some assets benefited on the basis of law 7501.
One of these properties with an area of 1,200 square meters was registered in the Vlora mortgage as "Arable land" and was then sold by Stavri Mëhilli. This property was just a few tens of meters away from the alienated 5512 m2 property in 2020.
But under the square of this sold property, Stavri Mëhilli has added to the AMTP a land area of 5512 m2, claiming that he had acquired it from the "Land Law" and according to him this property had been divided by the Property Distribution Commission of that period when the law was implemented.
Further, other procedures continued in the municipality of Himara, where through the Directorate of Land Management and Protection, it was confirmed that the state property was divided according to Law No. 7501 "On Land" and this property belongs to Stavri Mëhilli.
Further, the practice went to the mortgage of Vlora, where the application of Stavri Mëhilli to register 5512 m2 as agricultural area "Area Land" remained for about 1 year without being handled by the specialists of this office.
But during this time, someone moved to the General Directorate of Mortgages in Tirana, which at that time was headed by Artan Lame, and at the beginning of February 2020, this property was registered not in "Toke Arrë" but in "Truall".
Not many days have passed since receiving the property certificate, where Stavri Mëhilli has immediately concluded a notarial contract with Artan Gaçi, the husband of Olta Xhaçka, buying the area of 5512 m2 against the financial amount of 126 million old lek.
The price was formal since, of course, a piece of land by the "Jon" sea has a price many times higher than the financial value defined in the contract./Oranews
