The Director of the Road Authority of Albania, (ARRSH) Evis Berberi and the two businessmen associated with him, Valter Begaj, and Ervis Lami will appear today at GJKKO for the assessment of the security measure.
The barber and the 2 businessmen were arrested on the evening of March 13, 2024 by order of the Special Prosecutor's Office against Organized Crime and Corruption. SPAK is investigating Berber for "Corruption" and "Money Laundering" while the two businessmen for active corruption and money laundering.
Judge Elsa Ulliri is expected to evaluate the security measures.
SPAK is investigating Evis Berber because during the time he was in charge of the Agency for Energy Efficiency and in charge of the Albanian Road Authority he awarded 6 tenders to the company of his partner, Valter Begaj "NET - GROUP", sh.pk. The latter through the transactions, the money passed to the company "DAAM" that Berberi owned and controlled indirectly. SPAK says that Berberi's benefit was an amount of almost 2.2 million euros, which through the company "DAAM" shpk. were invested in real estate.
During the search in Berberi's apartment, almost 4 million Lek were found, as well as paintings which are considered bribes by SPAK, but Evis Beberi claims to be an artist, claiming that he made them himself and that they were not bought.
But who is the former director of ARSH, Evis Berberi, who is re-designing the same study several times?
Evis Berberi is the owner of 20 percent of the capital of the company "DAAM shpk" from September 14, 2018 to January 31, 2019.
Berberi himself has been very close to Minister Balluku for years, as when he was head of Procurement at ALBCONTROL in the years 2013-2019 and then also Advisor to the Ministry of Infrastructure and Energy or director of the Energy Efficiency Agency, until June 2021 when he passed in charge of the Roads Authority. In all these positions, Barber has "made sure" that many funds go to his private company, "DAAM shpk".
How much money does Evis Berberi declare in his wealth?
On March 5, 2019, Evis Berberi declared to ILDPKI his salary from the position as administrator of the company "DAAM shpk". Salary from the job position as a technical manager at the company "Bvaal Engineering shpk".
A year later, on March 6, 2020, as well as in the following years, on March 31, 2021 and April 9, 2021, Evis Berberi declared in the ILDKPI his salary as an advisor in the Ministry of Infrastructure and Energy. Salary as a Board member at the Construction Institute. Salary as Chairman of the Board of Albpetrol. Salary as a board member in the Durrës Port Authority.
Likewise, income received by the wife as a result of the land lease contract related to the BANKERS company also results.
But, regardless of the fact that the sale of his trading company was declared, in none of the above forms there is no data for the declaration of the sale of the company "Daam shpk".
In addition, the connection between the director of ARRSH, Evis Berberi and Valter Begajn does not come only to the sale-purchase transaction of the company "B - VAAL ENG - 10", which later changed its name to "DAAM". From September 2018, when Evis Berberi bought Begajt's company, he has been working in the same office with him.
According to the CKB data, apart from the company "B-VAAL ENG-10", Valter Begaj is the founder and still the owner of the other company "B-VAAL ENGINEERING". He founded this company on August 28, 2017, three months before he founded the company that Evis Berberi later bought. Like "B-VAAL ENG-10", which changed its name to "DAAM", B-VAAL ENGINEERING also changed its name to "NET-Group".
The object of both companies remains the same, that of studying, designing and supervising engineering works. Apart from the facility, the two companies end up with the same identical address. Valter Begajt's "NET-Group" company, three months after Evis Berberi was elected director of the Albanian Road Authority, that is, in August 2021, wins a tender worth about 175 million lek including VAT for the supervision of works in Lot 7 of the Great Ring Road .
In addition, from the data published in the Public Procurement Agency, the company is also the winner for the supervision of three projects in the Municipality of Durrës with a total value of about 10 million lek.
The "footprint" barber also at the Ring of Tirana
On October 8, 2021, the head of ARRSH, Evis Berberi, signed the tender worth 23 million euros for the companies ALKO-IMPEX and 2T, for the construction of the Outer Ring of Tirana, Lot 7.
The paper owners of the two winning companies are Arbër Abazi and Artan Sako. Arbër Abazi is the grandson of the former deputy of the SP, Sadri Abazi. Artan Sako is the brother of the former head of the Guard, Gramoz Sako.
To supervise the works of ALKO-IMPEX and 2T, for the construction of the Outer Ring Road of Tirana, Lot 7, Evis Berberi has selected on November 10, 2021 as the winner of the tender the group of companies "NET-GROUP" and "ARABEL - STUDIO" .
