
Prime Minister Edi Rama reacted harshly to the decision of Judge Boshku, who according to him has ordered the reinstatement of a former head of the Police Supervision Agency in Vlora, dismissed for serious legal violations and criminally reported to the Prosecutor's Office.
Following this reaction, the Judge of the Administrative Court of First Instance in Tirana, Markuo Boshku, has suspended and dismissed from duty the regional director of the Vlora-Gjirokastër Police Supervision Agency, Glodian Ahmetaj.
Among the reasons why he accepted the lawsuit's security, the judge also lists the vetting process that is denied to the AMP official.
Ora News has revealed Boshku's decision to suspend the former director of AMP.
“In this context, the Court considers it necessary to emphasize that in the specific case, the interruption of the process of the transitional and periodic evaluation of the applicant Glodian Ahmetaj, within the framework of Law No. 12/2018 'On the transitional and periodic evaluation of employees of the State Police, the Guard of the Republic and the Police Supervision Agency in the Ministry of the Interior', without a final decision, if the order for his transfer and then for his dismissal from the AMP is immediately implemented, according to Order No. 582, dated 05.08.2025 'On the transfer and appointment to duty of an AMP employee' and Order No. 590, dated 06.08.2025 'On dismissal from duty of an AMP employee', of the General Director of the AMP, violates his right to work and is considered serious damage within the meaning of Article 29 of Law No. 49/2012 'On administrative courts and the adjudication of administrative disputes', because we are not only dealing with the professional performance of the applicant Glodian Ahmetaj at AMP, but the interruption of the transitional and periodic evaluation process without a final decision hinders the professional and career development of the applicant, specifically by preventing him from competing for positions that are subject to transitional and periodic evaluation. Moreover, the applicant Glodian Ahmetaj has been appointed to the position of Director in the Regional Directorate of AMP Vlorë-Gjirokastër through the promotion procedure. Consequently, the Court assesses that the damage caused should be categorized as serious", states the reasoning of Judge Boshku.
The AMP official was initially transferred as an advisor to the general director and was then expelled from the agency after it emerged that in Saranda, his father, a resident of Durrës, had built without permission in an area of Ksamil on an occupied area of land.
The AMP and the State Attorney's Office disagreed with Judge Boshku's decision, sending a request to the Administrative Court for the judge's revocation, which is expected to be reviewed by another judge.
Judge Boshku's decision provides that, in the event of non-execution of the suspension of the AMP administrative act, the bailiff will be charged with its compulsory execution.
