Urbanist: The construction cost is not 223 euros/m2

In the Review issue in Euronews Albania, the government's decision to confiscate buildings without permission was discussed this Saturday. An investigation by Birn showed that this decision did not penalize the builders, but rather favored them.

Urban planner Gentjan Kaprata, invited to the panel, said that the builders are buying the floors without a permit for 223 euros per meter/2, many times below the construction cost.

He emphasized that the cost of construction in Tirana goes many times more than 223 euros per square meter.

According to him, the government's decision is a scheme to amnesty constructions without builders' permits, adding to the electoral effect, since this decision was taken on the eve of local elections.

" Will you take the risk of buying an item at the same price you will sell it, it never happens. I insisted at the time that they will be sold at cost value, but even then I told him in vain that they were not even sold at cost value. There is no possibility that constructions in Tirana cost 223 euros per square meter in whatever condition the building is in. Only concrete, steel and workshop, or the costs of building a carabiner are much higher, especially on the first floors.

In Albania we have two such cases, the first was a building behind the Presidency, where Rama made a VKM just for that, where he said that the permits he gives himself are different from those given by the local government.

The Administrative Court overturned it and the government made it a law. This is a clear case of a fascist economic organism when entrepreneurs and the government come together and behave like this ," he said.
