Security expert Fatjon Softa says that Azgan Mërnica, the killer of the 28-year-old policeman Novruz Cenaliaj, could have been neutralized if he had not been convinced to surrender.
In an interview for "Ora e Fundi" on ABC News, Softa said that the police put pressure on Mërnica, which forced his family members to convince him to surrender.
"It was 48 hours of waiting, keeping the area under control, with an extraordinary amount of forces, mostly special, due to the scale and dangerousness of the persons, since you were armed. This is among the practices of the Albanian special forces, who are able to hold a certain area. The passage of 48 hours began to turn into some kind of discomfort. The risk that he could leave the area and out of the territory was a risk that was discussed. But the pressure created, the announcement that the snipers were placed in the area has greatly increased the pressure even on the family members, with the fear and what could be eliminated. It could be eliminated as long as, if the person resisted and an armed man unable to neutralize him, neutralization with weapons could be done. If we had the person surrounded, and unable to surrender, another method could be to injure or neutralize the person.
