Lawyer Kujtim Ibraj spoke about the murder of 42-year-old Egli Proga. He said that the event was tragic and if the institutions were in law enforcement, it would have already been completely clarified.
Ibraj said that law enforcement institutions have not implemented the law and that there are a series of procedural violations. He added that for such a tragic event, the Korca Prosecutor's Office cannot leave the event to a Police Inspector.
"It is the prosecutor, in this particular case, who leads all investigative actions. I do not understand how the prosecutor has left all these actions in silence" , said Ibraj.
He said that while the Police have referred to the offense as "intentional murder", the Prosecutor's Office goes to the Court and classifies it as "manslaughter by negligence".
"How did the Prosecution arrive at this conclusion? We have a complete change for a criminal offense. Intentional homicide is 10 to 20 years in prison, while manslaughter is a fine to 5 years in prison. In my opinion, the Prosecutor is in pure abuse of office", said Ibraj.
In the following, he stated that if this case was not disclosed by the media, it would pass in silence, the version would remain that the citizen lost his life after falling down because he was drunk.
"How is it possible that the Police stayed at the scene for about 30 minutes, and did not notify the ambulance. How is it possible that from the place of the event to the place where the ambulance started is only 850 meters, how is it possible that this distance is covered in 7 minutes? Actions and inactions are reprehensible, we should have other people who should be charged" , said Ibraj.
He considered what happened in Pogradec as a scandalous case.
"How is it possible for a citizen to be left in the middle of a city, 850 meters from the hospital, to be left on the sidewalk and die" , the lawyer told "News 24".
