
Artan Hoxha revealed details about the murder of the convict Arben Lleshi by the other convict with life imprisonment, Sokol Mjacaj in Peqin prison.
In an interview for the show "Te Paespozuarit", Hoxha said that he was informed earlier by another convict that a firearm entered Peqin prison.
He said that the murder of Lleshi was well organized and it is suspected to be a paid murder, since Sokol Mjacaj had no opportunity to organize and introduce the weapon into the prison, while now he is lying about the motive.
"The safety of prisons does not depend on how thick the walls are, but how qualified, selected and well-paid you have the personnel guarding the prison. Ten days before the 5th, a convict who is located in this sector, gave me information that firearms were brought into the prison. He was scared, because he thought that he was one of the targets to be executed. I thought this was a work in progress thing that will follow. He told me that the director of the prison has been changed, but despite this, the weapon entered the prison.
The day the incident happened, I received a notification from the prison again, that Sokol Mjacaj had shot Arben Lleshi with a gun. At first it seemed unbelievable. I tell him, are there guards? We've seen sniper kills, but it was shot from the outside in. So no firearms inside the prison.
Later he gave me information, this person entered the place where meetings are held with family members and may have taken hostages. On that day, Mjacaj found out that Minister Manja had made the decision for him to switch to the 41 bis regime.
He saw the news that this decision was made, thinking that he would go to the 41 bis regime, he rushed to commit a murder that he had thought about before. It happened that day because he saw the minister's decision. I do not understand why the ministry should publish an order without executing it. This decision was not taken in vain, but there was information that this convict could cause serious problems.
As soon as Mjacaj saw the news, he took a pistol with five bullets, went outside the prison, and shot the convict Arben Lleshin, sentenced to 32 years in prison, four times from the prison's outer window and wounded the other convict, Ilir Shaqja. There are three convicted with maximum sentences.
Arben Lleshi killed his cousin who supported him with bread and paid for his passage to England. He killed and burned him to steal 6 kilos of cocaine. We are dealing with a well-organized, high-cost event, a typical paid murder, which has an orderer, an organizer, a client. Mjacaj does not even have the opportunities and connections, he is an ordinary criminal, to break the security of Peqin prison.
This character cannot afford to do this, his family lives in miserable conditions. He comes from a very poor and isolated area of Albania, from the area of Dukagjin. He was chosen for this because he has nothing to lose. The gun is given to him to carry it out.
How did the gun get in? The investigation continues. It turns out that the scanner, the cameras, did not work for a long time.
Those who come from organized crime have introduced weapons. Weapons are brought into the prison when those who guard the prison want, even more so in the Peqin prison, which was done with the support of the EU, mainly the Italian government. From the investigations, Mjacaj tries to avoid that it is an organized event. At the moment he shot, he entered the area where meetings are held with family members and the authorities did not know if there were any more bullets. He gave up when RENEA came. He said he will surrender only if the prosecutor comes.

It is not a trivial conflict. Mjacaj does not have the opportunity to walk around with a pistol inside the prison. Now it is being investigated how the weapon got inside. If Manja's announcement had not come out, the police would have taken him to 41 bis without the incident.
12 prison security personnel, starting with the prison director, have been detained. He is young, he came because of some irregularities in the prison. Mjacaj could kill others, the guards are unarmed. He didn't take hostages, he just wanted to make sure they wouldn't kill him. Murder by firearm inside the prison has never happened", said Hoxha.
