An agreement plan and project for the sterilization and care of street dogs, turns out to have been submitted by Alma Kaçi, the 40-year-old woman who appeared in a sex video with the Mayor of Kukës, Safet Gjici.
BKH officers and SPAK prosecutors have seized this plan-agreement and the project submitted by Alma Kaçi to the municipality of Kukës, these documents implicating Gjici in favoring and corrupting the high official, receiving sexual favors from Alma Kaçi .
A source close to SPAK told "Ora News" that Alma Kaçi has submitted to the Kukës municipality a draft plan for the establishment of a collection center for stray dogs in the Kukës municipality.
The plan contains the signature of several environmentalists and experts who are part of associations for the protection of animals.
This plan had not yet been concretized by the municipality of Kuka, but the documents have already been seized as part of the investigations that SPAK is investigating Gjici, for the granting of favors.
Among the documents seized in the municipality of Kukës is a piece of land that Alma Kaçi has rented in a village of Kukës.
The scandalous video is 17 minutes long where, apart from the erotic minutes, Safet Gjici, in the capacity of the mayor of Kuka, communicates with Alma Kaçi, directing the latter to submit the documents as a financial plan and budget in order to approve the project-idea.
The complete video has already fallen into the hands of SPAK, and it has all been transcribed. Through the conversations between Alma Kaçi and Safet Gjic, the latter appears promising economic favors from the municipality's budget to 40-year-old Alma Kaçi.
Now SPAK, in addition to the charge of "Abuse of duty", has also filed the charge of "Corruption against a high official", which is expected to lead to the appointment of an insurance measure against Safet Gjic.
According to SPAK, in exchange for approving the dog sterilization project and providing payments through the budget of the Kuka municipality, Safet Gjici has requested sexual favors from Alma Kaçi. / Ora News
