The Special Prosecutor's Office has finally been set in motion for the affairs of Rexë Byber of Tropoja Municipality. " Pamphlet " has denounced several times how he is making a name for himself with tenders, giving them to his relatives. But for a tender for the reconstruction of some bridges in the area of Tropoja, SPAK has been alerted and the prosecutors have sent a letter to the Municipality, which " Pamphlet " has secured.
SPAK requested the agreement with the company that won the "Rroku Gest" tender; invoice No. 39 dated December 29, 2023, as well as the work situations and the order of expenses made by the "Rroku Guest" construction company.
However, this letter has alerted the mayor Rexhe Byberi, who is said to have ordered the staff not to release any information about the tender in question. According to sources in the municipality, he requested that fictitious documents be made and made available to SPAK.
Regarding the tender, it is about the tender with object: Construction and reconstruction of bridges, Tropoja Municipality REF-82244-10-04-2023, winning operator "Rroku Guest shpk".
On 29.12.2023, only 25 days from the contract, the winning company sent an invoice to the municipality for the liquidation of 75% of the works performed and the funds were transferred on 29.01.2024, according to data from the treasury branch.
So, for a period of 25 days, the winning company completed 75% of the contract, when it is known that during this period the weather in Tropoja was rainy and snowy, and there was no opportunity for work. The duration of the contract is 6 months. How did the economic operator "Rroku Guest shpk" from Shkodra to Tropoja carry out 75% of the works, when it did not bring any machinery or workers? The works to be carried out were in different areas of Tropoja, because there were 24 bridges in different villages, which means that 18 bridges have been completed. Is this possible?
But SPAK should not stop there. There are dozens of tenders that Rexhe Byberi gave to his uncle's son. It is enough for SPAK to open the " Pamphlet ", as it provides facts to put Rexha in a cell just like his colleagues. / Pamphlet
