The approved amendment accompanying Article 91 of the Electoral Code expands the duration and categories of institutions that are not allowed to add employees.
Minister of State for Public Administration, Adea Pirdeni, explains how this decision will be implemented.
"Regarding the ban on recruitment for the period April 11-May 11, all administrative institutions that are part of the civil service, every ministry, every specialist, sector manager or director of a department, the procedure is suspended for the pre-election period. For those institutions that regulate their relations on the basis of the labor code but also joint-stock companies that are subordinate to ministries, the entire recruitment process is suspended from March 3 to May 11," said the Minister of State for Public Administration Adea Pirdeni.
Although central-level institutions are involved, the minister also reveals what will happen to municipalities.
"The prohibition period for the pre-election period is implemented by all public administration institutions, both at the central and local levels, but this DCM applies only to institutions at the central level," the minister added.
Minister Pirdeni explains that the law becomes exclusive only in emergency cases.
"Recruitment procedures may exceptionally be carried out in critical infrastructure institutions, education, health and social protection institutions, but in any case, there will be no recruitment for these categories from April 11," concluded Adea Pirdeni.
Public administration employees have the right to participate in electoral activities of their own choosing, only outside official working hours, without expressing personal political preferences.
