Analyst Denis Dyrnjaja says that while the appellant party of the dismissed mayor of Tirana, Erion Veliaj, has appealed to the Constitutional Court, all other processes are suspended until a moment of the court's decision.
From the MCN TV news studio, he stated that the Prime Minister's decision to proceed with the procedure and announce the vacancies of the missing mayors, including the mayor of Tirana, puts President Bajram Begaj in difficulty.
Dyrnjaja added that the only one in a hurry is the Prime Minister, who is putting pressure on the President and the Constitutional Court.
According to him, Rama, by the fait accompli that leads to vacancies in the Presidency, ignores the fact that the Constitutional Court should review Veliaj's dismissal and creates a kind of intimidating pressure on the court body.
" The Prime Minister's decision to proceed with the procedure and announce the vacancies of the mayors of the municipalities that are missing, including the mayor of Tirana, puts the President to the test, who must answer to the Constitutional Court."
The President can tell the Prime Minister to stop, or decree the 5 vacancies in other municipalities, excluding Tirana, while waiting for the decision. But I believe that this would complicate things, because you can't have seven dates for local elections, even though there is no violation.
"Logic requires that all municipalities be organized and have a fixed date. If the Constitutional Court overthrows Velaij, elections will be held in 6 municipalities, if the Constitutional Court overthrows the government, elections will be held without Tirana and the Tirana municipality will continue in a controlled manner ," he said.
