SPAK should request the arrest of any official, who is proven or suspected of being connected to the landfills, but the investigative actions show that even the chairman Altin Dumani and his subordinates are immersed in clientelistic actions, for the protection of the government mafia of the landfills and friends involved in this affair; here are the concrete facts:
1. SPAK did not investigate the Secretary of the Prime Minister, Engjëll Agaçi, who prepared the anti-legal documents for the 3 landfills and presented them for approval at the government meeting.
2. SPAK has not yet asked Prime Minister Edi Rama, who has asked 4 ministers to prepare 17 procedural decisions and submit them to the Prime Minister within the day.
3. SPAK has issued an arrest warrant for the former minister Arben Ahmetaj, because he signed "In principle" without financial effects, but did not interrogate the mayor Erjon Veliaj, who signed "In principle" with a financial consequence of 94 million euros in favor of Klodian Zoto and Mirel Mërtir.
4. The head of SPAK, Altin Dumani, stated that he is not investigating to find out the actual owners of the landfills, because he knows that he cannot find them.
5. SPAK is not asking Prime Minister Rama, Belinda Balluku and Minister Delina Ibrahimaj to which destination the millions of Euro payments go and who are the actual owners of the landfills.
6. SPAK is not taking the minister Belinda Ballaku as a defendant, for the proof that she paid Klodian Zoto and Mirel Mërtir 15 million Euros more than the contract for the Elbasan landfill and 12 million Euros more for the Fier landfill.
7. SPAK pyeti vetëm 1 herë dhe hoqi nga dosja hetimore e landfillit të Fierit, kryebashkiakun Armando Subashi, megjithëse ai ka urdhëruar e ka firmosur vjedhjet.
8. SPAK nuk ka marrë nën hetim sekretaren e Përgjithshme të Ministrisë së Financave, Gelardina Prodani, që ka përgatitur e firmosur dokumentet e 3 landfilleve Tiranë, Elbasan e Fier.
9. SPAK e firmosi urdhër-arrestin për Klodian Zoton e Stela Gugalljan, por lejoji që ata të arratiseshin, ndërsa 2 ditë pas arratisjes së tyre i çoi policisë urdhrin për zbatim.
10. SPAK e kishte subjekt hetimi prej 2 vitesh Mirel Mërtirin bashkë me Zoton e Gugalljan, por i la të arratiseshin dhe pas 1 viti nxori urdhër-arrestin për to.
11. SPAK, qëllimisht nuk ka bërë pjesë të hetimit raportin e KLSH për landfillin e Tiranës, mbasi aty konstatohet rol kyçi kryeministrit Edi Rama dhe Sekretarit të tij Engjëll Agaçi, në sajimin dhe përshpejtimin e procedurave dhe dhënies së bonusit 10% Klodian Zotos.
12. SPAK nuk po i kërkon bankave, linjën ku lëvizin dhe destinacionin ku përfundojnë, pagesat miliona Euro që qeveria shqiptare ka bërë e po bën çdo muaj për landfillet.
13. SPAK nuk po merr në pyetje kryeministrin Edi Rama, si autoriteti i lartë i miratimit të landfilleve; pranoi dhe urdhëroi futjen në proces, të propozimit të bërë nga Zoto e Mërtiri.
14. Altin Dumani, in violation of the Criminal Procedure Code and the independence of SPAK; in order to favor the continuation of payments for the landfills, he sided with the prime minister who pays them, saying: - We are not blocking the payments, because Klodian Zoto opens an arbitration case against the government.
15. SPAK investigated the former minister Arben Ahmetaj, with the suspicion that he benefited from Kodian Zoto and Mirel Mërtiri, but did not investigate the prosecutor of Tirana, Mariola Mërtiri, whose husband received 60 thousand Euros in bonuses per year as a director at Klodian Zoto's landfills./ Pamphlet
