The race for the head of the National Bureau of Investigation (BKH) is, in essence, a process that is being controlled behind the scenes by Prime Minister Edi Rama, who aims to appoint a loyal and trusted person at the head of this structure, who guarantees submission and implementation of orders to conceal evidence against corrupt officials, businessmen connected to the government, and exponents of crime who should not be touched.

Among the 13 candidates who have applied, there are names inserted with political messages, while all possible moves are being made so that one of them, pre-selected, is chosen to implement the schemes to protect people in power.

On the other hand, there are also candidates who are not in line with Prime Minister Rama or SPAK leader Altin Dumani. Among the most prominent and most unsuitable for this duo is the former director of the State Police, Gledis Nano, whose candidacy has caused quite a bit of concern in the high offices of the government and SPAK itself, because he is seen as an independent figure with strong support from the US.

In fact, Gledis Nano's candidacy is seen by Rama as a direct challenge favored by the Americans, at a time when the prime minister is attempting to take full control of the new justice system, through the SPAK and BKH structures, also using the "Xhafaj" commission to impose political control over the justice institutions. In December 2022, Altin Dumani was himself selected by the US to take over the leadership of SPAK, and at that time he was not a preference for Rama. But today, it seems that Dumani and Rama have become silent allies, united in a common goal: to block any independent candidate who could challenge the clientelistic system built on high-level criminal investigation.

Gledis Nano is not a bargain hunter. She proved this during the period she led the State Police, where she began to crack down on groups linked to segments of power and organized crime, causing Rama to dismiss her without any legal reason. Now, the fear is that if Nano takes over the leadership of the BKH, Rama will no longer have any guarantees for the selective closure of files, so he has ordered the move to disqualify her from the race, formally using the selection commission led by Altin Dumani.

The card being used to remove Nano is an old administrative decision: Decision No. 580, dated August 31, 2022, by which Nano was dismissed from his position as Director General of Police by former Minister Bledar Çuçi. Officially, the dismissal was justified by “failure to achieve objectives in the fight against crime,” but in reality, he was punished because he was affecting criminal networks connected to the very dome of power.

The "Dumani" commission is expected to interpret this decision as a "disciplinary measure" to disqualify her from the competition, but it will come to nothing, because that dismissal has been overturned by a final decision by the Administrative Court, which has declared it illegal and has recognized Gledis Nano's right to compensation with full salaries for five years.

Information obtained by "Pamphlet" shows that the scheme to exclude Nano does not end with the selection committee. Rama's clan in the High Prosecutorial Council has also become part of it, which will formally support the committee's decision, sealing the removal of a candidate who represents a danger to the current government linked to unpunished segments of crime and corruption. This is the same scheme that was used to force the removal of Aida Hajnaj from the leadership of the BKH, because she opposed clientelistic interference in investigations and communicated directly with the FBI about sensitive files that were being sabotaged from within the system.

In the same way, attempts are being made to undo the candidacy of Gladis Nano. Because he is not a "puppet". He is not pliable. He is not a silent negotiator for files that should be archived. And above all, he is not afraid of big names in the files that the BKH should investigate without being politically influenced. And this is unacceptable for Babloku. For this reason, control over the "Dumani" commission and the fictitious race is now a matter of security for the personal power of the prime minister. And he will not stop until he has secured the place from a convinced name, not trusted by the US, but liked by the prime minister. And this says it all. / Pamphlet
