A shocking event is taking place in one of the most expensive and coveted areas of the Albanian coast, where builder Moisi Lazaj has brutally occupied state land and is building without any legal rights, openly challenging the laws, institutions and the very authority of the Albanian state.
When he failed to take the land through a decision of the Municipal Council, he took it by force. When he failed to do so by law, he did it by force. What is happening is no longer an administrative violation, it is a pure mafia action, accompanied by the shameful silence of all state structures, from local ones to the Building Inspectorate and the prosecution.
The incident took place in the elite area of Uji i Ftohtë in Vlora, one of the most expensive coastal real estate spots in Albania, where the price of an apartment reaches 3 thousand euros per square meter.
Moisi Lazaj, builder and owner of the company "Lazaj 2002", after receiving a building permit in January for a plot of land, attempted to acquire another area of state land to expand the project.
On January 29, 2025, the Vlora Municipal Council rejected the request with a unanimous vote, even with the votes of the socialist councilors, which shows that the case was flagrant and unjustifiable. At the meeting, serious suspicions of falsification of meters in the documentation were denounced, where the claims for surface area did not match the physical reality on the ground.
Instead of respecting the institutional decision, the builder launched a criminal plan to physically occupy the property. At the height of the election campaign, when the attention of the institutions was distracted, Moisi Lazaj intervened on the ground, erected a concrete wall and fenced off a significant area of public land, on which he began construction without permission. He acted with the arrogance of someone who has no fear of the law, the state or punishment, treating the public territory as private property. This action constitutes an open usurpation of public property and an act of illegal construction, punishable by criminal law.
Reliable sources confirm that a criminal report is being prepared against Moisi Lazaj for several criminal offenses at once:
-Illegal construction on public property,
-Forcible seizure of state property,
-Forgery of documentation for profit purposes,
-Flagrant violation of the decision of the Municipal Council.
In his request documents, fictitious additions of meters were evidenced, with the aim of legalizing areas that do not actually exist, a classic method of builders connected to corrupt segments of the administration.
The suspicions are clear: we are dealing with a well-organized scheme of forgery to usurp public property and turn it into private construction land, at one of the most strategic points on the southern coast.
This case requires immediate intervention by the Special Prosecution Office (SPAK), the detention and arrest of the builder for illegal construction, as well as an in-depth investigation of all officials who have signed, remained silent or assisted in this robbery of public property.
This is no longer an urban case, it is an act that challenges the state and opens the door to dangerous precedents.
If this occupation is not punished and Moisi Lazaj is not immediately banned, then every builder in Albania has the moral right to build wherever he wants, ignoring the Municipal Council, overturning the laws in force and occupying with concrete what he cannot take by law. The silence of the institutions in the face of this case means acceptance. And when the state accepts to be violated like this, public property no longer exists, it is simply free land for the construction clientele, turned into loot in the hands of the strongest./ Pamphlet
