The Ministry of Agriculture's documents for 2021-2023 declare investments in dams and river embankments, but this year's floods show that the works have not been completed. Tenders worth tens of millions of euros have been distributed to the same companies that have been awarded contracts for years. The water management system is out of order and the floods have exposed a new financial affair by Frida Krifca.
This year's floods are not only caused by heavy rainfall, as the government is trying to justify, but also by the lack of dams and river embankments, the failure to clean the main regional canals, and the malfunctioning of hydropower plants.
The information received in "Pamphlet" shows another financial affair of Frida Krifca, when she was Minister of Agriculture in the years 2021-2023, with the extortion of funds for river dams, embankments, hydropower plants and main drainage canals.
In the investment and tender files of the Ministry of Agriculture for the years 2021-2023, the documents state that river dams, embankments and investments in hydropower plants in the areas have been built, with a ten-year guarantee to cope with the amounts of rainfall and their escape. But the reality in Shkodër, Lezhë, Kurbin, Fushë-Krujë, Durrës, Fier, Vlorë, Lushnje, Maliq, Roskovec, Berat, Dimal and other areas shows that the rainwater management system is out of order, although two years ago investments worth 28 million euros were made, in addition to the 59 million euros invested in the years 2017-2021.
This shows that even the millions tendered during the years of Frida Krifca's leadership have been stolen, by not building, repairing, and maintaining river dams, embankments, and the entire flood prevention system.
According to the documents, Krifca, undoubtedly with the "blessing" of Edi Rama, awarded the tenders for these funds to government clients; Pëllumb Salillari, Rrok Gjoka, Bashkim Ulaj, Ndue Kola and others who have simultaneously destroyed river beds by extracting sand and gravel.
During the leadership of the Ministry of Agriculture by Frida Krifca, 43 tenders were held for the construction, reconstruction and maintenance of dams and embankments of the Buna, Drin, Fan, Kir, Osum, Shkumbin, Seman, Vjosë, Ishëm, Mat, Devoll rivers and some of their branches and streams along residential areas and agricultural lands. During the years 2023-2025 alone, the government has also given 17 million euros to municipalities in flood-prone areas to keep the main drainage channels ready.
In some rivers and streams, dams and embankments have not been built at all. In some areas, the works have been done half-heartedly and without quality, while the waterworks do not function and the zonal canals have not been cleaned. Funds have been stolen through fictitious documents for unfinished works and services.
The Ministry of Agriculture files state that the works have been completed and are guaranteed to withstand rainfall and prevent flooding.
