On April 7, 2025, SPAK head Altin Dumani announced the opening of the procedure for the Director of the National Bureau of Investigation (BKH), after the current director Aida Hajnaj's first 5-year mandate ends on August 31, 2025.

According to Article 33, point 2, of Law No. 95/2016 "On the organization and functioning of institutions to combat corruption and organized crime", Director Aida Hajnaj has the right to reappointment for another term. In fact, in Order No. 11794, dated April 7, 2025, Director Dumani himself calls the reappointment of the acting director of the BKH a procedure.

But, in an act that is in clear violation of the law, Dumani has ignored this right by opening the competition procedure for the appointment of a new director, thus automatically displacing the current director from her legal right to reappointment.

After Director Hajnaj's reaction to this flagrant violation, Dumani took another suspicious action: he announced a special test for Hajnaj, while in parallel continuing with the competition procedure with other candidates.

To justify the removal of the current director, Dumani has eliminated a key criterion from Article 34, point 1 of Law No. 95/2016, which clearly states that the director of the BKH must have completed training for investigators at the BKH, specialized training from partner agencies such as the FBI, EUROPOL, DEA, etc. With this legal criterion, candidates from outside the BKH structure cannot compete without first undergoing the mandatory several-month training.

These illegal actions have the clear aim of removing Aida Hajnaj from the leadership of the BKH, as during her 5-year mandate she has refused to become part of agreements to close files that affect political, economic or criminal interests.

Essentially, this attempt to replace Hajnaj aims to install a new director who can cooperate smoothly with SPAK's "cronies" and not inform international partners, as the current director has repeatedly done./ Pamphlet
