Scandal/ Tender and PPP files of several ministries and state institutions, which are being investigated by SPAK and regional prosecutors, have been secretly moved to the warehouses of the private company “Albanian Archives” owned by the trafficker Eral Myftaraj. The representative of this company is Ornela Pëllumb Balla, judicial secretary at the Special Court against Corruption and Organized Crime. This scheme, discovered by SHISH and tolerated by Prime Minister Rama, confirms the capture of the state by organized crime and corruption at the highest levels.
On April 27, 2025, "Pamfleti" published the scandal of the Minister of Health, Albana Koçiu , who had ordered the removal of tender and PPP files from the ministry's offices and their transfer to an unknown address and outside the State Archives.
This scandalous act was discovered by the State Intelligence Service (SHISH), which immediately reported it to Prime Minister Edi Rama, as the direct authority over Minister Koçiu. The Prime Minister's silence after this report raises reasonable suspicion that he may have been fully aware of the removal of these sensitive documents, and may even have been the one who ordered this move.
While the Ministry of Health thought it had hidden these files in a secret location, an exclusive information received by the editorial office of "Pamphlet" after the publication of the scandal confirms that these important state files have been moved to building No. 8/35 in Kashar, which is the headquarters of the private archiving company "Albanian Archives".
The files of tenders, concessions, symbolic "1 Euro" contracts and other documents related to serious financial affairs of the Ministry of Interior, Ministry of Infrastructure and Energy, Ministry of Agriculture, Ministry of Education, Ministry of Finance, Ministry of Culture, OSHEE, KESH and the Albanian Road Authority have also been secretly sent to the warehouses of this private company. The vast majority of these documents are currently the subject of investigation by SPAK and regional prosecutors in the country.
Beyond the flagrant violation of the law and archival rules of the Albanian state, which requires the storage of official documents in state facilities, the scandal is further aggravated as the company "Albanian Archives" turns out to be under the administration and ownership of the well-known trafficker Eral Myftaraj.
This company was established on August 23, 2019, and Myftaraj owns 40% of the shares. He is also the owner of other problematic companies, such as "Meteo" and "AL-Mexwood", while also owning a 35-year forestry concession in the Peqin area, through which he has received over 60 million Euros through tenders and state funds.
Eral Myftaraj is also known as part of Zamir Balliu's criminal gang, which is involved in smuggling iron-nickel, weapons, cars, drug trafficking, and financing criminal groups that have exerted pressure and violence against rival media and businesses.
When Bledi Çuçi was the Minister of Interior and Agriculture, Myftaraj openly boasted that his businesses were in partnership with Minister Çuçi and that he was a regular financier of the Socialist Party's campaigns in the Elbasan Region. This is also the reason, according to him, why no one from the law enforcement agencies touched him and he continued to benefit from public funds without concern.
The scandal becomes even more shocking when it is revealed that the legal representative carrying out the official actions of the private company "Albanian Archives", directly authorized by the trafficker Eral Myftaraj, is Ornela Pëllumb Balla, former Senior Specialist in the Vetting Appeals Commission for prosecutors and judges, and currently Judicial Secretary at the Special Court Against Corruption and Organized Crime (SPAK).
This shocking fact clearly demonstrates the capture and use of law enforcement institutions by criminal groups, as well as corruption at the highest state levels. This case requires an immediate reaction from SPAK and the investigative bodies, to shed light on this unprecedented affair and to restore citizens' trust in justice and the institutions of the rule of law./ Pamphlet
