A serious criminal case related to the property mafia in Vlora, which has as its main protagonist the suspect Helidon Gjikoka and his associates, has been scandalously dragging on for more than two years in the Vlora Court by Judge Arbana Selmanaj. This case, considered one of the most serious of the decade, implicates a structured criminal network involved in document forgery, property alienation and numerous robberies in collaboration. Beyond the crime, this case has become a symbol of the capture of Albanian justice by crime and corruption.
The long list of defendants includes names such as Helidon Gjikoka, Ariton Kasaj, Andi Haxhiaj, Ermal Mahilaj, Adiseldo Rrapaj, Ardian Musta, Mimoza Rrushani, Denis Metaj, Erdet Mandi and Arbër Jaupaj. Four of them were tried in a summary procedure, while the others had their requests dismissed twice by the previous judges, Artan Cirraga and Hektor Sinanaj, due to numerous procedural irregularities and invalidity of evidence.
However, in a scandalous development and completely contrary to the decisions of the previous judges, Judge Arbana Selmanaj has decided to openly challenge their decisions and reopen the case for summary trial, directly favoring the mafia group. But it does not stop there: she has illegally excluded from the process the main victim of this file, citizen Ilir Koka, whose property this criminal group has robbed using mafia methods. This constitutes a flagrant violation of the law and the European Convention on Human Rights, denying the victim the legitimate right to be represented in the trial where he is the injured party.
Reliable sources from the Vlora Court claim that Judge Selmanaj is deliberately dragging out the process, scheduling only one session every four months, in an open attempt to tire the parties and public opinion, thus favoring the accused who hope to gain time and influence the final decision.
The scandal deepens when investigative sources confirm that a group of lawyers in the city of Vlora have turned into "decision traders", offering clients not only legal protection but also "guarantees" for favorable court decisions. At the head of this corrupt scheme is suspected to be Judge Arbana Selmanaj, who has been actively involved in other criminal and property-related cases.
It seems clear that Judge Selmanaj is following in the footsteps of the former chief prosecutor of Vlora, Aurel Zarka, now arrested and officially charged by SPAK for corruption and direct protection of this mafia group. Zarka was discovered by official SPAK wiretaps, which resulted in him favoring the property mafia in exchange for large bribes. Similarly, the suspicions about Selmanaj are strong and require immediate intervention by the competent institutions.
The silence of the main justice institutions, including the High Judicial Council and the High Inspector of Justice, in the face of this scandal, is pure complicity and further evidence that the justice system has been captured by the property mafia in Vlora.
It is imperative that this scandal be investigated urgently. Arbana Selmanaj must immediately face the High Inspectorate of Justice, and if the serious suspicions of favoring crime and flagrant violation of the law are confirmed, she must be punished according to the law. This case should serve as an alarm for all institutions, so that Albanian justice is no longer an instrument in the hands of the mafia, but returns to the citizens and victims who are still waiting for justice./ Pamphlet
