Albpetrol has no planning for rental cars and has 11 extra cars for the officials, but the director, former deputy of the SP, Eltar Deda has concocted a tender; with which, Agron Papuli has reached the value of 19.5 million Euros, received from the "Rilindja" government, for rental cars, a business created especially for him by his friend Edi Rama...
While the state company Albpetrol is in debt and has blocked more than 80 wells due to lack of funding and will fire nearly 20% of its workers, it is preparing tenders to give millions of Euros to Bablok's friends.
Without any doubt, that the Director of "Albpetrol", the former deputy of the SP, Eltar Deda, received an order from the Prime Minister Edi Rama, to fabricate a tender for renting cars to Agron Papuli, an order which he implemented immediately.
On February 12, 2024, Albpetrol announced that it has developed the tender with a limit fund value of 1 million and 100 thousand Euros including VAT; for renting cars for the administration, against the condition that their maintenance will be done by Albpetrol, while after 4 years it will be returned to the private company.
As in all government institutions and state entities, the winner of this major tender at Albpetrol was announced the firm CLASSIC Sh.pk of Agron Papuli, a friend of the realtor of Edi Rama, with a contract value of 1 million and 80 thousand Euros including VAT, or 20 thousand euros less than the limit fund.
Since the tender was above the high monetary value, and according to the law, a union of operators is required for contracts over 1 year for services and supplies of goods; Papuli of Bablok used his subsidiary "Infinity Destinations", while as an alleged rival, he used two other puppet firms with 2-3% higher offers.
That the tender is ordered and designed to give 1 million and 80 thousand Euros to Papul of Bablok, this is proven by two facts:
1. The Albpetrol company, in the short-term financial plan for the years 2024-2029, does not plan to rent cars for the administration.
2. The central administration and the administration of its component directorates are complete with official cars, even the central directorate has 11 cars on the need of the structure of the sectors, which are used privately by directors and secretaries.
With this tender over 1 million Euros that he received in Albpetorl", Agron Papuli has reached the total value of 19.5 million Euros, received from the government "Rilindja" for rental cars, a business designed especially for him, by his friend the Prime Minister, Edi Rama. / Pamphlet
