Prime Minister Edi Rama prepared the launch of the arms and ammunition production business, and on July 26, 2024, he approved Law No. 88, deciding that the factories would be established in the former Tirana Autotractor Plant and not in the former military plants of Poliçan and Gramsh.
According to the law, the government is 100% owner and administrator of the company "Kayo Sh.A", which will produce weapons and ammunition for the market, but Babloku has left deliberate gaps in this law for private clientelistic companies to enter as qualified majority concession partners.
Even before the construction of the factories began, Babloku "sewn up" the deals with the private company "Timak", registered in the name of his friend from Dibrovo, Arjeta Puca, who has been living in Turkey for 20 years, but which is actually a company linked to the "Erdogan" family clan.
In Albania, this company entered in September 2016 with the real estate agency of Sinan Idrizi of the Bablok charter, as an importer and trader of car spare parts, while in March 2023, the government gave 30 thousand m2 of free premises and facilities to the former Metalurgjiku in Elbasan.
In January 2024, precisely at the time when former Minister Niko Peleshi trumpeted the resumption of the arms and ammunition production industry, Babloku brought Arjeta Puça from Dibrova to the stage, promoting her as a manufacturer of "Shota-Made in Albania" military vehicles, with the deception that she had ordered from NATO and the armies of EU countries.
In the information provided by confidential sources within the Ministry of Defense and the Ministry of Finance, it is stated that Babloku has ordered the private Turkish company "Timak" of the "Erdogan" clan and family to acquire a 60% stake in the state-owned company "Kayo Sh.A."
According to the deal, the Albanian government, through the Ministry of Defense, will hold only 15% of the company's shares, which means 15% of the profit from the sale of weapons and ammunition that the company "Kayo Sh.A" will produce in state facilities and facilities.
As for the 25% of the shares of the military company, not even Minister Pirro Vëngu knows who will receive them, but he will sign on white paper, because Babloku has decided to hide the beneficiaries in offshore channels; when before the law was approved, he said that the government would be the beneficiary of 100% of the profits from the sale of weapons and ammunition.
Now, he has decided, no doubt deliberately, that 85% of the company's shares and the profits that will be secured from the sale of weapons and ammunition will be taken by Turkish mafia and anonymous friends of offshore companies, as a concessionary monopoly for 99 years, tax-free.
We recall that at the Albanian fairs in Athens and Berlin on March 2-3, 2025, Babloku introduced the company "Timak" and his friend Arjeta Puca, as partners of the state-owned company "Kayo", which will develop the industry of production and trade of military vehicles, weapons and ammunition.
