But everything shattered like a crystal vase, as the oppression created by private beach permits became so severe that it led to a spate of victims.
At the end of June 2021, namely on the 26th, 4 young men were killed in Velipojë, including a waiter who had started work that day, and two others were injured. So 6 victims within a few minutes.
Kujtim Ferracaku and the Gocaj brothers: Xhovani and Edmond, also in the prime of their youth, fought each other with bullets after they had a conflict over sharing the beach beds (sun loungers) in front of their hotels that were adjacent.
A year earlier, the Goci brothers had managed it, and this time Ferracak wanted to take it over, and this led to conflict and a terrible tragedy that wiped out not two, but three families.
Edi Rama, who has his own information network that is quite pervasive in the territory, immediately demanded to know the full truth about the situation of dividing the beaches. Who was doing it and how he was doing it.
At that time, a complicated system of issuing permits had been created, where the same procedure was not followed throughout the territory. As a rule, the beach land was rented by the municipality, which at that time in Shkodra was headed by Voltana Ademi of the DP. Meanwhile, the permits for sun loungers went through a fiendish system, where even though the Minister of Tourism was "excluded", "his part" was included.
As the saying goes, 'the devil is in the details', this often happens in laws passed in Parliament by politicians, laws that hide their own petty interests between the lines.
In the then law regulating beach permits, it was stipulated that no one who wanted to open or take over the administration of their own beach could do so without obtaining approval from the Albanian Federation of Beach and Water Rescuers. The head of this federation is Endrit Gega, alias Blendi Klos' brother-in-law.
This federation, created in 2016, received official certification a year later, precisely when Klosi was appointed Minister of Tourism; in September, after the parliamentary elections of June 25, 2017. The day that Edi Rama took the helm alone and governed without allies.

Meanwhile, with the tragedy of June 26, 2021, when 4 young men were shot dead in Velipojë, in the middle of a bar, an event that terrorized tourists and made many vacationers from Kosovo flee their homes, the situation worsened.
The media began to report or talk about administrative problems that caused clashes and conflicts, which they had heard from the people and families of that terrible tragedy, but that was all.
While Edi Rama received detailed information about the beach permit situation, he saw that the traces led to Blendi Klosi. So at the end of August 2021, he decided to remove the head of the Berat district from the government altogether, letting him know that he would no longer hold a ministerial portfolio. He also removed the ranks of the political head of the Berat district, taking him to Vlora, to replace Damian Gjiknuri, whom he moved to Elbasan, after removing Taulant Balla from there. Zullumi also got fat there with another murder two days before the 2021 elections.
He sent Klosin to Vlora to deal with Gramoz Ruçi's clan, while a year ago he gave him the number 2 position in the SP, when he removed Damian from the post of general secretary. Will he bring him back into the government after the elections?
