When the government decided at the end of 2018 to finally close the "sports betting" category, many believed that the dark ages of gambling "bosses" would come to an end. But their comeback seems to have begun even before the adoption of the new law, and the protagonists are once again characters that SPAK has on its radar.

Journalist Ola Xama raised concerns a few days ago that illegal sports betting is flourishing across Albania without any control from the authorities.

In every corner of Tirana and the main Albanian cities, bars with the mysterious logos "333" and "CR7" are springing up like mushrooms. At first glance, they are simply sports cafes, but in reality, illegal online betting is offered there without any obstacles, even with the full guarantee of the "bosses" who are only waiting for the formal stamp from the Licensing Commission.

Behind these multi-million euro investments lies the well-known Doshi-Babasi group. The "333" bars are the disguised brand of the illegal online betting company "Bet33", owned by Tom Doshi from Nikla and Ndriçim Babasi from Fushë Krujë. Now their children have also entered the game, to "learn" this luxurious and profitable business.

The scheme works in a simple but effective way. The premises are opened with NIPTs registered in the name of natural persons who carry the trade name "333 Coffee" or "CR7", thus masking the real illegal betting activity.

Where are the Minister of Interior, Ervin Hoxha, and the Chief of Police, Ilir Proda, hiding? Don't they see the daily flourishing of these betting points in the middle of Tirana? While law enforcement structures are content with sporadic arrests and small operators simply to produce empty statistics, the big bosses are pouring millions of euros into opening bars and openly challenging the state.

Tom Doshi began the procedures to engage in the betting market immediately after the mysterious disappearance of Ervis Martinaj and seems to have taken over his entire betting line. In fact, Tom Doshi's entry into the gambling market has caused strong clashes between him and some of the main figures of the criminal world, further increasing the tension and the struggle for dominance in this sector.

SPAK, which recently called Tom Doshi out for an electoral crime and received only an ironic smile from him, should not be satisfied with that. Sources for Pamfleti speak of strong suspicions about large financial movements, especially in the Dibra region, where Doshi is mobilizing "balls" of money for the upcoming elections.

While the government has not yet officially announced the licensing procedure in the Public Notices Bulletin, the Doshi-Babasi bosses have received the preliminary "green light" from "someone up high" and have begun distributing millions of euros by signing contracts with dozens of bars.

In the gambling arena, the territories are clearly divided by the big "bosses." But while the police arrest only a few small "soldiers," no "heads" have been touched so far.

The big question that no one dares to ask remains: Who guaranteed Tom Doshi and Ndricim Babasi that they would be the winners of the "lottery" of betting licenses?

This is further proof that the system is rotten and justice, once again, is showing its teeth only to the weak. Will SPAK dare to knock on the doors of the real bosses, or will "333" and "CR7" bets continue to flourish illegally in the heart of Albania? /Pamphlet
