A recent audit was done in the Municipality of Elbasan, where abuses were found with employment, tenders, leasing of forests and pastures, collection of debts, etc.
According to KLSH, the audit shows that for the year 2022 in the Municipality of Elbasan, problems have been found in the implementation of the local budget, since most of the money goes to salaries. The auditors have noticed that the expenses for salaries are presented at 900 million ALL and account for 21% of the total expenses, 4,174 million ALL.
" The large number of employees of 481 employees with 210 thousand residents had an impact, even higher than other municipalities that cover the same population within their jurisdiction, specifically: Shkodër Municipality has 327 employees with 213 thousand residents and Durrës Municipality 378 employees with over 250 thousand inhabitants. There is also a skewed relationship between the number of employees of 418 people and their workload, for some positions, as they are not justified by documents and work programs ", emphasizes KLSH.
More specifically, the Audit Directorate consists of 5 employees, who have performed 7 audits in total or about 1 audit/year, which shows that the auditors do not have the appropriate workload; The general directorate of organizational services consists of 10 employees, where 5 employees of administrative appeals and representation in courts are represented by 5 people, who have covered 5 court decisions for 2022 or 1 decision/employee; The Directorate of Administration and Human Resources consists of 11 employees, where only the archive protocol represents 5 employees; The directorate of pre-school education, cultural heritage, tourism and sports policies consists of 25 employees, at a time when separate spending units such as the Education Economic Center, the Multi-Sports Club, the Art and Cultural Heritage Center are operating in parallel.
According to KLSH, the problem is the skewed ratio of operating expenses to salary expenses, or to the extent of 73%, which shows a lack of effectiveness, efficiency and economy of operating expenses in function of the main activity of the Municipality.
Problems have also been found at the Elbasan Public Services Agency. For 2022, irregularities were found in its budget, as follows:
Salary expenses are reflected in the amount of ALL 143,382,507, with an organic workforce of 295 employees and 19 temporary employees with a salary fund of ALL 3,114,082. For some employees, for the work positions they cover, there is a discrepancy with their workload, as they do not justify it with documents and work programs; For 5 sectors, the number of management-professional staff is equal and in 1 case greater than the number of employees, instead of the opposite.
The above, specifically: legal sector and staff of 13 people: 1 person in charge, 1 recorder, 1 secretary, 2 specialists, 8 drivers, or more drivers than the management-specialist staff; city road maintenance sector 23 people: 1 manager, 2 technicians, 2 specialists, 12 workers, 6 drivers, so the number of workers is close to the number of management-technician-driver staff; lighting, signage and decor sector 17 people: 1 manager, 2 specialists, 4 technicians, 8 workers, 2 drivers, or the number of workers is equal to the number of management-technical staff; agronomic sector, irrigation and drainage 24 people: 1 manager, 1 technician, 3 specialists, 10 agronomists, 6 workers, 3 drivers, or more agronomists than specialists and workers. So it seems that the Municipality of Elbasan has turned into an employment office for patronage workers, most of whom seem to receive huge salaries.
