After the May 11 elections, while there is talk of Edi Rama's fourth term and large strategic investments coming from abroad, a silent government order has passed almost without a sound, but with a heavy bill for the public budget.
With 15 million euros taken from the government reserve fund, the construction of a special plant for the evacuation and processing of sewage and physical waste has been ordered, in function of the luxury resort on Sazan Island, which appears in the documents as a project of Jared Kushner, Donald Trump's son-in-law.
But the question that immediately arises is: If it is a private investment worth 1.5 billion euros, why should Albania finance the waste system? Who pays for the cleanup behind the scenes of a resort that does not belong to Albanian citizens?
Reliable sources within the Ministry of Finance have informed Pamfleti that the order came directly from Prime Minister Edi Rama, who requested that the plant be built immediately and quietly, with the justification that it is environmental infrastructure for a strategic investment that will promote Albania in the eyes of the US.
But the reality is different. Jared Kushner did not request the plant project. He did not send any officials, no application for financial support, and did not present a need for public assistance. The order came from Tirana, and more specifically from the office of "Bablok".
The technical project for this plant was taken from an existing model in another country and was ordered to be copied by the Ministry of Environment, with a fabricated "study" that will simply serve to cover up a private bargain.
Environment Minister Mirela Kumbaro has been given the task of presenting it as a project of the Albanian institutions themselves, while Finance Minister Petrit Malaj, introduced to the Parliament from the closed list in the Fier region, will draft a formal budget that will be approved by the government as a "technical budget".
The value? A full 15 million euros. Not for a city, not for an industrial center, but for a private resort on a military island declared a protected area.
The whole scheme is built to look like part of a major strategic agreement with the US, under the guise of the economic memorandum that Rama signed some time ago.
But what is not said is that Jared Kushner's name may simply be an image purchase. In government offices, rumors have been circulating for months that the real owner of this resort is Edi Rama himself and some of his partners.
They have taken the name of Kushner's company – Atlantic Incubation Partners LLC – only to use it as a banner for American investment and to obtain quick approvals from Albanian and international structures.
So the waste plant is not for Jared. It is for Babloku. Kushner would not ask for 15 million euros to clean up the resort when the project itself costs 1.5 billion. This amount is a "down payment" for the partners who have benefited from the resort, and are now also benefiting from the state as a logistical assistant./ Pamphlet
