It is shameful for the state and for the State Police, that even today in 2026, the Director of the Criminal Police Department of Albania is Neritan Nallbati, nicknamed "Daja" by the criminal groups of Elbasan.
In addition to the fact that in November 2003 he was expelled from the police for favoring criminal groups and private entities with illegal activities in Vlora and Elbasan, Neritan Nallbat's name has also appeared in the SKY ECC files, again for links to crime.
But in addition to these facts, which legally prohibit acceptance and retention in police structures, Neritan Nallbati has made a career with high ranks and positions, without completing police training.
Referring to the education documents, which "Pamfleti" has obtained from his personal file at the State Police Directorate, it turns out that Neritan Nallbati completed 2-year studies for "Lower Cycle (Primary) Teacher" in the years 1989-1991 at the former Pedagogical Institute of Elbasan.
In the period October 1, 1991 - February 28, 1992, after working as a teacher for 1 month, Neritan Nallbati completed the 5-month course for police officers with a salary from the state, a course which he declared as "Studies at the Police Academy".
On March 1, 1993, within 1 day of completing the 5-month police course, Neritan Nallbati was appointed "Specialist" at the Tirana Police Directorate, where he remained until December 31, 1999, when he was appointed to the Ministry of Interior and remained there until February 1, 2001.
With strong positions in the Ministry of Interior and the connections he had established with the criminal world, Neritan Nallbati expressed his desire to serve in the Elbasan Police Directorate and was taken there from February 2, 2002 to April 21, 2002, where he reactivated, strengthened and protected crime groups.
Then he began to openly collaborate with crime. On April 22, 2002, Neritan Nallbati was transferred to the position of Police Director in Vlora, where he acted as the "boss" of the traffickers until July 21, 2003, when, with lobbying from the Elbasan gangs in the SP and Government, he was returned as Police Director in Elbasan.
He remained there until November 21, 2003, when, under pressure from EUROPOL and the US, the SP rulers themselves permanently expelled him from the State Police for links to the criminal world, but he was formally employed in the businesses of traffickers and builders that he had favored.
On October 9, 2013, after 10 years of exclusion, Neritan Nallbati returned to the police, again directly to the position of Director of the Elbasan District, where he reactivated cooperation with criminal gangs until mid-2015, when he was transferred to Police Director in Fier, where he established connections with criminal gangs.
During the period May 31, 2017 - July 21, 2019, he was in the cabinet of the Director of the State Police; and then Police Director in Berat and Durrës and at the General Directorate of Police.
Since August 1, 2022, teacher Neritan Nallbati, with a 5-month police course, has been the Director of the Criminal Police Department of Albania, although he has also appeared in the SKY ECC file, with much evidence of involvement in criminal activities, including information provided to criminals, drug trafficking in the Port of Durrës and the call-center network.
In the vetting report, Neritan Nallbati did not declare the 10 years of exclusion from the police, but this fact was not reflected in the vetting report by either the Classified Information Directorate, the State Police Directorate, the Ministry of Interior, or the Police Supervision Agency that conducted the vetting./ Pamphlet
