All the crooked and thieving directors of the SMI in Durrës have become part of the SP government, continuing to be in sectors where there is property, auctions, tenders, legalizations and mortgages.
One of the examples of this acrobatics is Elvis Pengili, former Sector Manager at the Durrës Cadastre when he was with the LSI, and now he has been appointed director of the Cadastre as a patron of the SP.
For many cases of property affairs, Elvis Pengili is known as a forger and fraudster with maps and land certificates; for which he has been the subject of the economic crime police, the prosecution and the Durrës court 8 times, but in each case he has escaped arrest and punishment.
He was rescued from prison by the rulers, senior police and justice chiefs, oligarchs and "strongmen" of the criminal world in Durrës and Tirana, to whom he signed false maps for the lands and plots of land that they had occupied and plundered in the coastal areas.
First case: On December 15, 2019, after the earthquake, the Durrës Prosecution Office registered Case No. 2466 for the criminal offenses: "Intentional murder in qualifying circumstances, abuse of office and falsification of land documents in collaboration", where one of the officials prosecuted was Elvis Pengili, at that time Head of the Land Ownership Sector in the Cadastre. In the criminal proceedings, Elvis Pengili's name was for the measure "Arrest in prison" with documentary evidence, as a falsifier of the cadastral files of the looted state lands, where the buildings that collapsed in the earthquake and caused many victims in Durrës were built. But without any explanation, Elvis Pengili's name was removed from the list of persons prosecuted with the criminal measure "Arrest in prison", and left him with the measure "Compulsory appearance", continuing his duty where he had committed the crime with the land files, while his case was later dismissed.
Second case: On April 12, 2024, the Durrës Prosecution Office prosecuted a group of officials and former officials of the Durrës Cadastre and builders, for falsifying documents and stealing 151 thousand m² of land and plots in Neighborhood No. 15 of Durrës. Among those prosecuted for the measure "Arrest with imprisonment" was the Head of the Land Ownership Sector in the Durrës Cadastre, Elvis Pengili; but 5 colleagues, former colleagues and beneficiaries who collaborated in the falsification of documents were arrested, while Elvis Pengili's name was removed from the criminal file.
Third case: The name of the Durrës land forger, Elvis Pengili, appears in Report No. 102/2021 filed with SPAK by the DP, with footage of pressure against public administration employees and vote buying with lek in Durrës. But, while the investigation against several directors has been ongoing for 5 years, for the Director of the Durrës Cadastre, Elvis Pengili, the criminal proceedings have been silently deleted, with no case being initiated against him.
Fourth case: On April 2, 2025, a criminal complaint was filed against Elvis Pengil at SPAK and the Durrës Prosecutor's Office, with film evidence, audio recordings and citizen complaints, for intimidation and vote buying for the SP, but no criminal case was initiated for either complaint.
Four other criminal cases have been registered against him, not counting many other denunciations and reports from owners and former owners, with whom director Elvis Pengili has collaborated in the theft of land through falsification of cadastral files.
In the information provided by "Pamfleti", it is stated that most of the forgeries were made in exchange for bribes, donations of land, apartments and commercial units, which according to SHISH reports, director Elvis Pengili registered in the names of family members.
But Elvis Pengili has also falsified about 300 hectares of coastal land in preferential areas of the Municipality and the Durrës district by order and in the interest of the "strongmen" Agasi, Poja, Avdyli and Hajri and the local authorities in Durrës and in the government dome, who kept him as head of land and appointed him Director of the Cadastre./ Pamphlet
