Prime Minister Edi Rama has initiated the implementation of the extension of the deadline for strategic investments, with Kosovar businessman Ekrem Lluka from Peja, owner of the company "Dukagjin Group Sh.pk", who is also a partner in the "Peja" beer with the company "Devolli".
With Decision No. 71, dated January 29, 2025 of the government, proposed by the Minister of Tourism and Environment, Mirela Kumbaro, a plot of land, with an area of 3 hectares on Mount Renci-Shëngjin, was removed from the state forest fund and registered, because it will be used for business by the private company "Dukagjini Group Sh.pk" owned by the citizen of Peja, Ekrem Lluka.
The government decision states that this company will build residential apartment buildings and commercial units with 6 floors above ground and 1 floor underground; "5-star" hotels with 7 floors above ground and 2 floors underground with swimming pools, casinos and entertainment areas.
The government's decision reveals the fact that the construction permit for the resort in Renc, Shëngjin, to businessman from Peja, Ekrem Lluka, was approved on March 1, 2023, by Decision No. 25 of the National Territorial Council, signed by President Edi Rama.
Meanwhile, with Decision No. 7, dated May 7, 2024 of the Strategic Investment Committee, Babloku as chairman, has granted the status of "Strategic Investor with Special Procedure" for a resort with palaces, hotels, swimming pools and a casino in the forest park above Shëngjin, to the Kosovar company "Dukagjini Group" as the sole builder and investor.
The government decision dated January 29, 2025, states that this resort will be built on 3 hectares of state land; while Decision No. 7, dated May 7, 2024 of the Strategic Investment Committee, states that the area of the investment project is 5.9 hectares of private property.
In fact, the forest area is 5.9 hectares of state-owned investment property administered by the Ministry of Tourism-Environment and used by the Municipality of Lezha, but it was given to a citizen from Peja, Ekrem Lluka, to build a resort.
In this country, he has also taken other private areas, which were robbed from their legal owners with false papers, by the "strongmen" and officials of Lezha, in collaboration with the heads of the government, the Municipality, the Prefecture, the Cadastre, the Police and Justice.
The investment value is 70 million Euros, for which there is no information on what sources it will be secured from, when the company "Dukagjini Group" was created on February 3, 2022 with 12 thousand Euros, while currently it does not have a single cent of declared capital, while in 3 years of activity it has been at a loss.
But Babloku will not know where Ekrem Lluka from Peja, from a company with zero capital, will find the 70 million Euros; but he will not know, nor about the fact that this businessman has been given the title of "Strategic Investor" in Albania, while in December 2024 he was taken into custody in Kosovo by the Special Prosecution Office.
He is under investigation for fraud and tax evasion, money laundering and corruption, theft of state and private property, and forgery of documents.
