As the elections approach, the power elite is bringing together criminal figures involved in businesses, ordering directors and mayors to give them as much funds as possible through fabricated tenders, to collect millions for votes, line the pockets of the powerful, and promote alleged regional investments.
This order was also implemented by the director of the Elbasan District Water Supply Company, Luan Tabaku, appointed by the Elbasan gangs, who fabricated a tender for the alleged reconstruction of the water supply system of the villages of Trash and Karthnek in Peqin.
This tender, with a limited fund of approximately 2.4 million Euros excluding VAT, was conducted within 10 days with an accelerated procedure and was awarded to the company "AL-MEXWOOD Sh.pk".
This is owned by smuggler and trafficker Eral Myftaraj from Gramshi, who has businesses in Elbasan, Tirana, Cërrik and Peqin, with whom the de facto partner is the former minister and Deputy Speaker of Parliament, Bledar Çuçi.
The tender was awarded for a contract value of 2.7 million Euros including VAT, or 99.3% of the limit fund set by the Elbasan District Waterworks, but it was awarded without competition, formally merging the company "AL-MEXWOOD Sh.pk" with the two companies "2A CO Sh.pk" and "ED KONSTRUKSION Sh.pk" affiliated with the SP umbrella.
In the announcement dated February 3, 2025, the Director of the Elbasan Water Supply Company, Luan Tabaku, says that during the competition in the water supply tender for the villages of Trash and Karthnek in Peqin, the law on open competition and lowest bid was applied, when in fact there was no competition or other bids, except for the bid of Bledar Çuçi's friend and partner.
Evidence has shown that the "silent" mafioso Eral Myftaraj from Gramshi, with the power of former minister Bledar Çuçi, has entered the elite of traffickers and businessmen, but also into the "pan" of power, having so far received 60 million Euros in tenders, with only 2 of his 4 companies, specifically "Meteo Sh.pk" and "AL-MEXWOOD Sh.pk".
Together with Bledar Çuçi, the strongman Eral Myftaraj has also received a free state asset for 35 years, specifically the Cërrik nursery with an area of 10 thousand m2, as a concession for the cultivation, growth and marketing of seedlings of all kinds, granted by decision of Prime Minister Edi Rama, but was also given an aid fund of 875 million lek.
