In the village of Imshte i Bubullimë in Lushnje, residents have risen up in protest against the construction of a photovoltaic complex that occupies their land with invalid property documents. The project of the company “Natyra Energy” sh.pk, owned by Elton Çekrezi, has been officially rejected by the Strategic Investment Committee with a decision signed by Prime Minister Edi Rama, due to the violation of the law on construction on the banks of the Seman River and the overlap with the TAP gas pipeline route. However, attempts are being made to impose the investment on the ground through pressure, police support and the use of another newly created company, with no economic activity and no balance sheet. The case raises serious suspicions of plundering public land, money laundering and illegal sources of financing, requiring immediate intervention by SPAK and economic anti-crime structures.

Residents of the village of Imshte, in Bubullimë, Lushnja, have also risen in protest against the construction of a photovoltaic complex, which occupies their land with invalid property documents.

The person who intends to build the photovoltaic complex, also exerting pressure from armed bandits and supported by the police, is Elton Çekrezi, the owner of the company "Natyra Energy" sh.pk.

He claims to have received permission for this investment, but the document being published by "Pamphlet" proves that the construction permit was not approved, and the project even requested to be registered as a strategic investment.

With Decision No. 23/4, dated June 6, 2023, signed by Edi Rama, the Strategic Investment Committee has decided that the company "Natyra Energy" sh.pk will not be granted permission for the investment facility "Agri-voltaic plant with a capacity of 120 MW".

The two official reasons for rejecting the investment

– According to the decision signed by Edi Rama, the project was rejected because it is prohibited by Law No. 111/2012, as it is planned to be developed in the area of ​​the Seman River bank, between the river's waterline and the longitudinal embankment of the residential area, where no type of construction is allowed.
– The project was also rejected due to the fact that the investment overlaps with the Trans Adriatic Pipeline (TAP) gas pipeline project, on the route of which construction of all types is prohibited, on either side of the central axis of the pipeline that includes the security zone.

Land ownership fraud and denunciation of MP Erion Braçe

The lands where Elton Çekrezi intends to build the photovoltaic plant are the property of the state and the residents, a fact also denounced by MP Erion Braçe, who stated:
"Public land is being robbed for solar panels in Imshte, Lushnja, by a person who is supported by the police and by a local MP connected to this investment."

The owner of the company claims to have documents for the purchase of the land, but a final court decision has also established that the land is owned by the state and the residents of the village, and that the land in the TAP pipeline area cannot be alienated.

In the protest in front of the residents, Elton Çekrezi did not present himself with the documents of the company "Natyra Energy" sh.pk, which was denied an investment permit, but with the company "SunXpower" sh.pk, created by him on February 20, 2025, with a capital of 1 million lek and without any employees.

Where will he find the 109 million euros for the photovoltaic investment?

Since Elton Çekrezi insists on carrying out the investment in the photovoltaic complex even by force, suspicion arises that the funds have already been secured. This fact constitutes a serious indication for the Economic Anticrime, SPAK and BKH to investigate the source of the 109 million euros needed for this investment, since the company "Natyra Energy" has only 100 lek capital and does not carry out any real economic activity.

Furthermore, this company has changed its name three times, suspended its activity just a month after its creation and reopened it in July 2022, exactly when it requested the permit for the photovoltaic complex, while it has no employees and has not filed tax balances for the years 2022–2025./ Pamphlet
