Edi Rama's initial silence and then harsh reaction to the arrests in the "Kurum" hazardous waste affair show the prime minister's concern for the next phase of the investigation. While the Durrës Prosecutor's Office signed 33 arrest warrants for officials and businessmen, two key figures remained outside the file, former minister Mirela Kumbaro, who signed the environmental permit, and Pirro Vengu, who allowed the passage of containers as port director. The transfer of the case to SPAK is expected to bring about their investigation, which explains Rama's public pressure on justice and the attempt to delegitimize the criminal process, at a time when the investigations are increasingly moving towards the government's dome.
Prime Minister Edi Rama did not react publicly when the Durrës Prosecution Office signed 33 arrest warrants for former officials of the Ministry of Environment, Customs, the Durrës Seaport, and the companies "Kurum" and "Sokolaj", on charges of collaborating in allowing the export of hazardous waste.
Edi Rama's silence is related to this fact: The Durrës Prosecution Office did not criminally prosecute Mirela Kumbaro, who signed the permit when she was Minister of Tourism and Environment, and Minister Pirro Vengu, who allowed the passage of the waste, when he was Director of the Durrës Sea Port.
In accordance with the Criminal Procedure Code, the Durrës Prosecution Office, due to lack of competence, is expected to transfer the investigation of the case to SPAK, as was done with the "Bankers" file, since the waste affair was carried out in cooperation as an organized group and government officials and other high-level officials were involved.
In Sunday's podcast, Edi Rama dedicated a section to the arrest warrants issued by the Durrës Prosecutor's Office for the people involved in the "Kurum" waste affair, exerting preliminary and refined pressure on SPAK, with the aim of not affecting Kumbaro and Vengu.
Regarding these investigations and arrests, Edi Rama stated:
"The decision of the prosecutor who signed these arrest warrants was unjust, because the 30 or so arrest warrants are for a case that does not meet any condition, zero, none, none of the necessary conditions of democratic justice, which determines the criteria for arrests."
Apparently, Edi Rama has been informed that the issue of the containers with the "Kurum" waste will be passed to SPAK, which is expected to investigate Minister Mirela Kumbaro and Minister Pirro Vengu, based on the documents they have signed and the failure to perform their duties, as part of the affair.
This inevitable criminal process has alarmed Edi Rama, not because he feels sorry for the two used Kumbaro and Vengu, but because, at this moment, the stress and panic he is in due to the "siege" by SPAK increasingly close to his office, cannot withstand the criminal prosecution of the other two ministers, especially the Minister of Defense.
We recall that Mirela Kumbaro, with Approval Act No. 3732, dated April 22, 2022, when she headed the Ministry of Tourism and Environment, provided the company "Sokolaj" with an Environmental License, Category "III.2.B", for the transport and export of hazardous waste from "Kurum".
While Minister Pirro Vengu, when he was Director of the Durrës Sea Port, allowed the exit of 102 containers of waste without control, in collaboration with his three subordinates: Andrea Shllaku, Aleks Marku and Anisa Hoxha, whom he has currently taken into his cabinet at the Ministry of Defense./ Pamphlet
