Even the tender dated February 5, 2025, for the supply of fuel, diesel and gasoline to the Municipality of Fier, worth 1.2 million Euros, was awarded by Mayor Armando Subashi to the company "AG A-1 Sh.pk" owned by crime figure Renato Çami.
This tender was awarded with a contract value of 98% of the limit fund and without competition, meaning that only Renato Çami's company participated in the tender, when according to the procurement law, in tenders with a limit fund above a high monetary value, no less than 3 offers must compete.
But Mayor Armando Subashi has not been enforcing the law since 2016, purchasing fuel for the municipality, without competition and with a fictitious tender, from crime figure Renato Çami, a person under investigation by SPAK for ordering and financing contract killings and drug trafficking.
But according to State Treasury data, it turns out that on February 6, 2024, Armando Subashi awarded the tender worth 916 thousand Euros.
On February 10, 2023, he awarded the tender worth 875 thousand Euros.
On February 10, 2021, it awarded the tender worth 1.5 million Euros.
On January 12, 2019, it awarded a tender worth 811 thousand Euros, but in 2016, 2017, 2018 and 2020, it awarded fuel tenders worth from 900 thousand Euros to 1.2 million Euros.
