Many pieces of information received by "Pamphlet" from citizens of Lezha denounce the fact that the director of the Cadastre in this city, Altin Gjergji, is using this state institution as a private business, with forgery for the purpose of property theft and bribery,
The complaints have been sent to Prime Minister Edi Rama, the General Director of the Cadastre, Lorena Goxhobelli, the Lezha Police and Prosecutor's Office, and SPAK, but director Altin Gjergji is not being affected and is adding crimes to the records, and through them he is taking millions of wealth for himself.
Because even during the 1 year in the direction, at the Lezha Cadastre, especially in the coastal area, in the city of Lezha and the natural park areas, illegal wealth has been sunk in and has benefited and is being benefited by heads of government, police, justice, oligarchs and "strongmen".
The state's inaction and the power of director Altin Gjergji are proven by this fact:
In December 2024, the internal audit of the Central Cadastre Directorate revealed that in the Lezha Cadastre, during the management of Altin Gjergji, 517 registry sheets were missing and corrected, 120 blank sheets with fractions were inserted, 500 state assets were removed from the physical registers and not entered into the digital register, with the aim of falsifying and looting them.
Likewise, Director Altin Gjergji has received 740 applications for registration and 440 legalization files with false papers, for the registration of lands, plots, forests, buildings, unauthorized constructions, kiosks and huts, apartment yards, land without title deeds, over-developed properties, even beaches and rural roads as agricultural land, etc.
In the audit report, there are 184 cases of applications in "e-Albania" and in the cadastre by citizens of Lezha, for confirmation of legal property certificates, which turned out to be non-existent, over-allocations, reductions in surface areas, blockages, and the fact that there were supposedly other contenders.
This crime report that Director Altin Gjergji and his gang made in the property registers of the Lezha Cadastre was placed on "conservation" by order that the General Director, Lorena Goxhobelli, received from the government dome.
So, they were not subject to analysis and measures, ordering the control group to remain silent as if no control had been carried out at all and there was no abuse at the Lezha Cadastre, when in fact, the director and his gang have added to the atrocities committed by the previous former directors.
Everything was kept secret, because according to the law, director Altin Gjergji should have been dismissed, removed from the cadastral service, and criminally charged, after he re-registered assets that were deregistered following the recommendation of the Supreme Audit Office in 2019 and by court decisions.
To reward his immunity, in early February 2025, Director Altin Gjergji was given a client list by the General Director of the Cadastre, Lorena Goxhobelli, with names that would be urgently provided with certificates for 350 properties seized with false papers in Lezha.
These are part of a clan inside and outside the central and local government, among them oligarchs and traffickers not only from Lezha, who have suddenly emerged as owners, while director Altin Gjergji has started giving them certificates with fake papers, for land, plots, yards, state buildings and new constructions without permits.
But to the list provided by the central cadastre office, director Altin Gjergji added 50 other properties, for which he negotiated on his own.
During October 2024 alone, 130 entities were legalized, of which 11 were in flagrant violation of the law...
